Role Overview:

This position creates, reviews, and submits statutorily and otherwise required reports to various entities. It also is responsible for ensuring accurate and efficient financial operations. The work of this position has a significant impact on INDOT's reputation.

The Accounting Manager holds primary responsibility for three major functions: Financial and Governmental Reporting, General Ledger, and Asset Management. Responsible to direct and supervise the work activities of the subordinate staff within the Accounting Section; develop and implement policies and procedures that fall within the purview of the section; oversee and coordinate the Finance and Accounting Policies and Procedures manual. Responsible for ensuring that financial reports submitted to the Federal Highway Agency (FHWA), Comptroller’s Office, Indiana Finance Authority (IFA) and senior INDOT management are prepared in accordance with Generally Accepted Accounting Principles (GAAP) as set by the Government Accounting Standards Board (GASB). Responsible for having an in-depth understanding of the General ledger (GL), Billing, Accounts Receivable (AR) and Asset Management (AM) procedures and their respective PeopleSoft Financials (PS-Fin) Modules, as well as having a general understanding of all other PS-Fin Modules, i.e. Budget, Procurement, etc. Reports submitted to the Comptroller's office and State Board of Accounts directly impact the State of Indiana’s Annual Comprehensive Financial Report (ACFR). The Agency’s Executive and Senior staff rely on reports prepared/reviewed by this position to manage the agency’s financial decisions and priorities.

Salary Statement:

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

A Day in the Life:

The essential functions of this role are as follows:

  • Review and evaluate organizational effectiveness, goal determination, and strategic planning, etc., makes recommendations for improvement.
  • Assist the Director with developing and coordinating plans and policies, resources, and mission as well as goals, vision and expectations of agency or program.
  • Provide guidance to agencies and the public regarding applicable laws and rules.
  • Supervise subordinate personnel including hiring, determining workload, and authorizing assignments, training, monitoring, and evaluating performance, and initiating corrective or disciplinary action.
  • Assist with monitoring agency or program budget including revenues, expenditures, and budget projections.
  • Communicate with news and other media and respond to media questions or requests in an appropriate public relations manner.
  • Coordinate with other government officials on planning issues.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectation, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
