Job description

Residential Services Manager

Salary: $70,428.70 - $88,004.80 annually

Basic Function and Responsibility:

To assist in managing the efficient operation and development of the 24 hours a day, 7 days a week, 365 day a year secured, or non-secured residential facilities. To manage and provide for the development of department personnel.

Appointing Authority and Supervision Received:

The deputy court administrator of family court is the appointing authority. The residential facilities manager receives direct supervision by the director of the department.

Supervision Exercised:

This position is directly responsible for the supervision of the assistant managers, facilities supervisors, nurses, counselors and administrative assistants assigned to the unit.

Characteristic and Assigned Duties:

  • Assist director in developing and modifying various components of the operational structure.
  • Assist in reviewing, developing and implementing operational and administrative policies, procedures, forms and systems.
  • Engage in strategic planning for the department.
  • Provide input and recommendations for immediate, short-term, and long-range court needs and objectives.
  • Assist director in planning, organizing, and managing the activities of a professional, administrative, and clerical staff to ensure the efficient operation of all residential services department functions to include providing counseling services, medical and dental services, 24 hour nursing, coordinating education needs, etc.
  • Develop, prepare, and review a variety of routine and non-routine reports, spreadsheets, narratives, and other documents for the department.
  • Investigate and resolve a variety of problems and provide input.
  • Assist director in monitoring procedural compliance of facilities and monitoring of residents to ensure safety and security of residents.
  • Assist director in coordinating services provided to youth within the residential department.
  • Resolve service area issues as they arise 24 hours a day, 7 days a week, 365 day a year.
  • Respond appropriately to emergency situations.
  • Coordinate treatment programs at residential facility.
  • Provide recommendations pertaining to departmental operating budget and execution.
  • Perform related work as required to include, but not limited to, serve on teams and committees as assigned, cross-train for other jobs as assigned, and work on special projects as assigned.
  • Assist in managing and developing the skills and abilities of residential services department staff to assure that they become successful in providing services.
  • Assign, direct, and supervise the work of subordinate professional and administrative staff, both directly and indirectly.
  • Advise employees when unusual situations arise or when new procedures are instituted.
  • Assist director in hiring process to include reviewing applications and making recommendation for hire.
  • Investigate and resolve personnel matters or recommend appropriate actions.
  • Assess training needs and requirements for development of staff; train staff to ensure Missouri Detention, Prison Rape Elimination Act (PREA), and Juvenile Officer standards are met.
  • Assess the assessment and evaluation of staff performance.
  • Review and monitor timekeeping records within court timekeeping system, as necessary.
  • Provide information to and answer questions from judges, other family court staff, partner agencies, and the general public related to matters involving the residential services department.
  • Work cooperatively with other departments and outside agencies as necessary.
  • Attend and conduct meetings, seminars, and training.
  • Participate and provide information pertaining to safety and security matters.
  • Perform other duties as required.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of adolescent developmental and behavioral disorders.
  • Thorough knowledge of modern theory, practice and techniques of juvenile probation and correctional methods.
  • Thorough knowledge of modern principles, practices, methods, and techniques of various treatment and counseling modalities for problem youth and families.
  • Knowledge of the organization, operation, functions, responsibilities, and jurisdiction of the court.
  • Demonstrated knowledge regarding current trends in service provision for youth.
  • Ability to make sound decisions in accordance with laws, regulations and court policies and procedures.
  • Ability to operate a vehicle in a safe and prudent manner.
  • Ability to speak publicly.
  • Ability to coordinate and organize multiple tasks.
  • Some knowledge of personnel policies and practices, procedures, and employment law.
  • Knowledge of supervisory and management techniques.
  • Knowledge of budget preparation and monitoring.
  • Ability to maintain varied and complex records and prepare reports from these records.
  • Ability to analyze and organize facts and precedents and to prepare written recommendations.
  • Ability to organize, direct, and coordinate administrative activities in a manner conducive to full performance and high morale.
  • Ability to recognize, investigate, and analyze a variety of administrative problems and devise effective solutions.
  • Ability to plan, schedule, assign, and supervise the work of subordinates engaged in varied activities.
  • Ability to organize and prioritize a variety of demands on time.
  • Ability to effectively train, supervise, motivate and objectively assess the performance potential of applicants and performance of employees.

Minimum Qualifications:

Bachelor's degree in a directly related field plus five years of directly related work experience with at-risk youth, inclusive of one year of work experience in juvenile corrections related program(s) and one year management experience.

Necessary Special Requirement:

Must possess and maintain a valid driver's license from state of residence, and provide proof of such.

Must possess and maintain state mandated auto liability insurance and properly licensed, reliable vehicle, and provide proof of such.

Must be able to successfully pass physical exam and physical abilities performance test.
