Job description

Summary

All Native Group is seeking a Project Manager to lead custodial operations for the U.S. Department of Agriculture, Agricultural Research Service (USDA ARS) at the Edward T. Schafer Agricultural Research Center. The Project Manager is the single point of accountability to the Government for all contract performance and will manage a crew of four full-time janitors across approximately 137,000 square feet at three research facilities containing laboratories, greenhouses, and animal study spaces. The Project Manager must be able to run a disciplined cleaning operation without disrupting scientific work and must maintain a professional working relationship with the Contracting Officer's Representative (COR) and Location Site Managers (LSMs). This posting is for proposed work and any offer would be contingent upon contract award..

Essential Functions

Contract and Customer Management

  • Serve as the designated Project Manager with full authority to act on behalf of HCIMS in the performance of the contract.
  • Serve as primary point of contact for the COR and LSMs at all three sites; attend site meetings and respond to Government requests promptly.
  • Report in writing within two (2) work hours any property damage, lost keys, employee injury, or hazardous condition.
  • Develop, publish, and maintain the COR-approved cleaning schedule covering daily, every-other-day, weekly, bi-weekly, monthly, semi-annual, and annual task frequencies.
  • Coordinate all facility closures (e.g., strip and wax) outside normal business hours, with written notice at least 72 hours in advance and two weeks' advance notification for semi-annual floor cycles.
  • Submit written deficiency and facility-condition reports to the LSM/COR within one business day; route all administrative contract change requests to the Contracting Officer only.
  • Support monthly firm-fixed-price invoicing through the Invoice Processing Platform (IPP.gov) and provide required documentation to HCIMS corporate contracts and finance.

Quality Control

  • Execute the HCIMS Quality Control Plan under an ISO 9001:2015 quality management system, mapped to the Government's Quality Assurance Surveillance Plan (QASP) and Acceptable Quality Levels.
  • Conduct and document daily walkthrough inspections of all restrooms and high-touch areas, plus a rotating sample of no less than 25% of serviced space each day, achieving 100% inspection coverage weekly.
  • Score inspections against applicable AQLs (95% for floor, carpet, and general cleaning; 98% for restrooms; 100% for windows and semi-annual floor cycles) and log every failed item the same day.
  • Manage the corrective action process: acknowledge deficiencies in writing the same business day, re-perform nonconforming work at no additional cost to the Government, document root cause, and submit a corrective action plan within two business days.
  • Process Contract Discrepancy Reports (DD Form 2772) and support independent monthly audits by the HCIMS Quality Control Manager.
  • Workforce Leadership
  • Supervise, schedule, and evaluate four full-time W-2 janitorial employees across three sites, including a full-time janitor based in East Grand Forks with Fargo crew backup for surge and periodic work.
  • Recruit, onboard, and train staff; maintain a standing pipeline of two to three pre-screened local candidates per site and backfill vacancies within 10 business days.
  • Cross-train personnel and manage coverage so that absences, turnover, or surge demand never interrupt service.
  • Train and re-brief crew on site-specific protocols, including BRL Building 3 tool-segregation and animal study requirements, TARE Lab office-only access, and Greenhouse restroom-only access.
  • Manage timekeeping, payroll input, and Service Contract Act (SCA) compliance, including prevailing wage, health and welfare, holiday, and vacation entitlements under the applicable Department of Labor wage determinations.
  • Maintain workforce retention consistent with contract targets and conduct performance management in accordance with HCIMS policy. (Note: the Government does not supervise, discipline, evaluate, or set pay for contractor staff; all such responsibilities rest with HCIMS.)

Safety, Security, and Compliance

  • Ensure all employees complete Fieldprint fingerprinting and receive USDA Office of the Chief Information Officer approval before their first day of work; maintain the LincPass eligibility roster as the designated PIV Representative.
  • Verify that all cleaning personnel are U.S. citizens or hold a valid permanent resident card.
  • Maintain Safety Data Sheet binders at each site, ensure proper labeling of all secondary chemical containers, and enforce USDA BioPreferred/bio-based product requirements.
  • Issue and enforce use of PPE and safety warning devices; conduct pre-shift briefings before non-routine work.
  • Enforce site conduct rules, including securing doors and windows, energy conservation, restricted-area limits, no-disturb policies for benchtop materials and papers, and the requirement that hazardous (biological, chemical, radiological) waste be handled by Government personnel only.
  • Ensure Privacy Act and USDA privacy training requirements are met by all contract personnel.
  • Supply and Equipment Management
  • Forecast, procure, stage, and track all contractor-furnished cleaning supplies, chemicals, and equipment (including floor machines, buffers, and HEPA-filtered vacuums) so no shortage interrupts a required service frequency.
  • Notify the LSM/COR in writing of Government-furnished consumable and dispenser replacement needs.
  • Maintain equipment in safe working order and enforce segregated tool storage where required by site protocol.

Competencies

  • Prior experience in laboratory, research, healthcare, or other controlled-access environments.
  • Familiarity with Performance Work Statements, QASPs, Acceptable Quality Levels, and Contract Discrepancy Reports.
  • Working knowledge of the Service Contract Act and Department of Labor wage determinations.
  • ISSA CIMS, Cleaning Management Institute (CMI), or equivalent custodial certification.
  • OSHA 10 or OSHA 30 certification; bloodborne pathogen and hazard communication training.
  • Established recruiting network in the FargoMoorhead or Grand Forks labor markets.
  • Demonstrated working knowledge of commercial floor care, including stripping, waxing, buffing, carpet care, and restroom sanitation standards.
  • Availability to be on-site or on-call whenever contract work is performed, including evenings, weekends, and holidays.
  • Proficiency with Microsoft Office and comfort documenting inspections, schedules, and reports electronically.
  • Strong written and verbal communication skills sufficient to interface directly with federal customers

Supervisory Responsibility

Partners with PM; can supervise Site Management and Project support staff as needed.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Regularly walk, stand, climb stairs, bend, and kneel for extended periods across multi-building sites.
  • Lift and carry up to 50 pounds and operate floor care equipment as needed to train staff or cover shifts.
  • Work indoors and outdoors in varying conditions, including North Dakota and Minnesota winter weather.
  • Exposure to cleaning chemicals, laboratory and greenhouse environments, and animal research spaces, with required PPE provided.

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, for a forty (40) hour work week. Evening and weekend hours required, as required by business need. This role requires availability on-site or on-call whenever contract work is being performed, including evenings, weekends, and federal holidays as the service schedule requires.

Travel

Regular travel between Fargo, ND and Grand Forks, MN is expected for this position. Incumbent is expected to travel at least 20% of the time.

Experience

Three (3) or more years of experience supervising custodial, janitorial, or facilities services staff, including responsibility for scheduling and quality inspections.

Education

High school diploma or GED.

Additional Eligibility Qualifications

  • Five (5) or more years of custodial supervision, including at least two (2) years on a federal services contract.

Security Clearance

  • None: S. citizen or valid permanent resident (green card) holder, as required by the contract.
  • Ability to pass a federal background investigation, including Fieldprint fingerprinting and submission of SF-85P, and to obtain and maintain a USDA LincPass credential.
  • Valid driver's license, reliable transportation, and willingness to travel regularly between Fargo, ND and East Grand Forks, MN (approximately 80 miles each way).
