The Aleutian Pribilof Islands Association, Inc. (APIA) is looking for a Chief Financial Officer (CFO) in Anchorage, AK. Schedule : Full-time (37.5 hours per week).

APIA is a regional tribal non-profit representing the 13 tribes of and serving the Aleut people in the Aleutian Pribilof Islands Region of Alaska. APIA contracts with federal, state, and local governments as well as securing private funding to provide a broad spectrum of services throughout the region. These services include health, education, social, behavioral health, employment and vocational training, public safety, environmental, and cultural heritage services. The Association is comprised of eight departments : Administration, Accounting, Information Technology, Department of Family & Community Development, Cultural Heritage, Primary Care, Behavioral Health, and Community Health (Integrated Health). Programs and services are provided through the combined efforts of a central office in Anchorage and field staff totaling approximately 189 people. The CFO works under minimum of supervision, directs the financial operations of the Association, serves in advisory capacity to the President / CEO and serves on the Association Management Team.

Duties : Provides general direction and accepts ultimate responsibility for all agency finance operations. Maintain efficient and accurate accounting system for all financial operations; monitor budgets and expenditures for all funds. Distribute budgets to departments monthly. Maintain system to ensure costs are allowable. Ensure quarterly reports are filed timely. Maintain adequate cash flow. Establish and monitor internal controls to ensure safeguarding assets and accuracy of financial data. Ensure smooth coordination of audits. Coordinate and review all required tax forms, including 990, 5500, W-2, W-3, 1099, 945, and 1095. Negotiate indirect cost rates. Coordinate grant and contract closeouts. Maintain a system to ensure internal and external budget modifications are accurate. Responsible of investments in line with the Board approved policy and under the direction of the President / CEO. Oversight of medical billing operations. Maintain relationships with banking institutions. Negotiate and maintain adequate professional and building insurance coverage. Annuity oversight of the APIA 401(k) plan, it's audit and act as a trustee of the plan. Develop and maintain comprehensive knowledge of grants and contracts held. This knowledge is important to ensure compliance with the grant / contract regulations. Work closely with departments in negotiations, on proposals and budgetary questions as requested. Develop and maintain comprehensive knowledge of BIA / IHS contracts / compacts, including Self Governance Tribal AFAs, IHS Tribal Health Organization negotiations; as well as 477 Plan, 105L / other leases, and Contract Support Costs (CSC). Maintain awareness of agency-wide priorities, activities, direction, and needs. This awareness is important in the Advisory role to President / CEO. Gain an understanding of the communities in the region, the 13 member tribes, and use this knowledge to further the mission of APIA. Review routings of proposals, contracts, and subcontracts prior to forwarding to President / CEO. Manage access to various federal / State / foundation websites. Work with HR on review of the annual CPI to make recommendation to President / CEO of agency-wide salary adjustments and performance merits. Supervise the Accounting Department Staff in the areas of controller, grants and project accounting, payroll, accounts payable, accounts receivable, travel and support staff and conduct their annual reviews. Bring potential operational concerns and / or improvements to attention of the President / CEO. Present to the Board of Directors during board meetings. Assist the President / CEO in oversight of joint venture investments. Maintain confidentiality of all client, staff, program and Association matters. Salary : DOE.

Qualifications : CPA with 10 years experience preferred, and minimum Bachelor's degree in Accounting or Finance Degree with 8 years experience required. Non-profit accounting experience required, Tribal non-profit experience preferred. Thorough knowledge of generally accepted accounting principles and their application. Knowledge of computerized accounts payable, payroll, accounts receivable, and general ledger required. Ability to organize and prioritize work, while performing duties effectively under pressure. Supervisory experience of multiple staff. Ability to work in a professional manner, while being punctual and demonstrating maturity, dependability, judgement and empathy. Ability to prepare and present effectively orally and in writing. Must be neat in personal appearance and wear casual business attire. Ability to work independently with minimum supervision. Be able to pass background check.
