By Pursuing Justice with Integrity, the BXDA places a focus on assistance for crime victims while simultaneously ensuring fairness to defendants. Moreover, the BXDA aims to balance the need to seek appropriate punishment for certain crimes while recognizing when punitive measures do not adequately advance justice. The BXDA is seeking an experienced and dynamic Deputy Chief of Human Resources Officer. / ppJob Responsibilities : / pulliIdentify and implement industry best HR practices and make recommendations to the Chief Human Resources Officer as necessary to improve existing HR processes. / liliCollaborate with the senior leadership team to ensure HR initiatives support the Offices strategies and goals. / liliAdvise and make recommendations to the Chief Human Resources Officer on all matters pertaining to workforce administration, performance management, compensation, staffing, promotions, to ensure the efficient and effective resolution of HR issues in accordance with applicable laws, established rules and regulations. / liliDevelop Standard Operating Procedures (SOPs) that provide direction on the coordination of activities across all HR units to ensure consistent and high quality service delivery. / liliInteract with Citywide agencies including, but not limited to : Department of Citywide Administrative Services (DCAS), Office of Management and Budget (OMB) and New York Citywide Automated Personnel System (NYCAPS) and other City agencies. / liliEnsure the efficient daily operations of all HR and personnel functions. / liliAssist in the management of performance evaluation management, HR strategic planning, civil service hiring, and workforce planning. / liliWork with the Equal Employment Opportunity (EEO) and Diversity, Equity, and Inclusion (DEI) teams to ensure alignment of initiatives and foster a culture of inclusivity and respect. / liliExhibit the ability to maintain confidentiality of information. / li / ulpMinimum Qualifications : / pulliA baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical / administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. / liliAn associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in 1 above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. / liliA four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in 1 above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. / liliEducation and / or experience equivalent to 1, 2 or 3 above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in 1, 2 or 3 above. Education above the high school level may be substituted for the general clerical / administrative experience (but not for the administrative, managerial, executive or supervisory experience described in 1, 2 or 3 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years. / li / ulpPreferred Skills : / pulliJuris Doctorate preferred. / liliMinimum of 10 years of supervisory and / or managerial human resources experience. / liliExcellent verbal and written communication skills for effectively engaging with diverse audiences. / liliExceptional relationship-building skills, with the ability to influence and collaborate across all organizational levels. / liliProficient with HR technologies, tools, and platforms including NYCAPS, CHRMS, PMS, PRISE and CityTime. / liliProficient in using data analytics to inform decision-making and measure the impact of initiatives. / liliSkill in addressing complex HR issues, resolving conflicts, and mitigating risks while ensuring fairness, equity, and compliance with legal requirements. / liliSkilled in prioritizing issues and creating actionable plans to address HR challenges that may arise. / liliDemonstrated ability to manage multiple projects simultaneously, ensuring timely and successful delivery. / liliAbility to clearly convey information and respond to employee inquiries with empathy and professionalism. / liliStrong leadership skills with the ability to collaborate effectively with senior leadership, department heads, and cross-functional teams. / liliKnowledge of civil service rules and regulations, human resources policies, procedures and practices. / liliProficient in MS Outlook, Excel, Word, PowerPoint and Adobe. / liliMust be organized and work well under pressure. / liliMust be able to multi-task in a fast-paced environment. / liliExperience in leading and managing organizational change initiatives. / li / ulp55a Program : This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
