Chief Financial Officer (CFO)

Reports To: Deputy Superintendent of Business & Operations

Department: Business Office

Compensation: AP 511

Days: 226 - Revised 09/30/2025

Primary Purpose:

Responsible for all financial and business affairs of the District, including developing policies and procedures as related to the accounting, payroll, accounts payable, purchasing, warehouse, mail room, and compensation plan. Works with the Deputy Superintendent to execute real estate transactions and tax collection functions. These policies and procedures must address the safeguarding of the resources belonging to the District as well as the appropriate and efficient use of these resources. Provide leadership for the district's financial services activity to ensure legally sound and effective management practices. Direct and monitor the management and investment of all district funds and ensure they are adequately protected. Collaborate with the Deputy Superintendent of Business & Operations to serve as chief financial and budget advisor to the superintendent and board of trustees.

Minimum Qualifications:

Education/Certification Requirements:

  • Bachelor's degree in Business, Accounting, or other related field, Master's preferred
  • T.A.S.B.O. certification preferred
  • Valid Texas Driver's License
  • Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee.

Special Knowledge/Skills:

  • Advanced knowledge of T.E.A. financial requirements, federal and state requirements
  • Advanced knowledge of school finance, budgeting, accounting systems, and economics
  • Knowledge of information/data processing systems and financial applications
  • Ability to resolve conflict, listen, and appropriately respond to concerns
  • Demonstrated leadership skills
  • Ability to develop and manage budgets
  • Ability to manage and assist in the professional development of personnel
  • Ability to implement policy and procedures
  • Ability to interpret data

Experience:

  • Minimum of five (5) years of school district business office experience or related experience
  • Three (3) years of CFO experience - preferred

Major Responsibilities and Duties:

(The following statements describe the general purpose and responsibilities assigned and should not be construed as an exhaustive list of all responsibilities, skills, efforts, or working conditions that may be assigned or skills that may be required.)

  • Communicate with the Deputy Superintendent regarding all matters in Business and Finance
  • Collaborate with the Deputy Superintendent to submit agenda items to the Board of Trustees for assigned departments.
  • Assist campus and department personnel in attaining budgetary information necessary for the acquisition of resources to support classroom instruction.
  • Ensure preparation and integrity of all district general business, accounting records and related financial reports using accepted standards for school accounting as prescribed by the Texas Education Agency.
  • Oversee and approve the expenditure of all bond funds.
  • Develop long-range and short-term objectives for district's business operations and prepare district budget. Monitor budget variances and oversee budget adjustments.
  • Collaborate with the Deputy Superintendent and act as financial advisor to the superintendent and board of trustees.
  • Maintain the district's investment portfolio. Supervise and coordinate the investment of all available funds to the best interest of the school district and ensure that these funds are adequately protected against loss at all times.
  • Implement the policies established by federal and state laws, State Board of Education rule, and local Board policy in the areas assigned.
  • Supervise personnel in the accounting, budget, payroll, accounts payable, purchasing, warehouse, and mail room.
  • Continually monitor the general ledger to ensure compliance with A.S.R.A.G. and PEIMS guidelines.
  • Review journal entries and cash receipts vouchers prepared by other staff in the accounting department.
  • Oversee the Annual Financial Audit and coordinate with the Executive Director of Accounting and other program directors to ensure timeliness of requested submissions
  • Review the work being performed by the professional staff assigned to all the departments assigned to this position.
  • Establish policies and procedures which ensure that the District is in compliance with Federal, State, and Local District rules and regulations.
  • Responsible for the cash management functions including, collateralization, investing, and ensuring funds available to meet cash flow requirements.
  • Responsible for assisting the financial advisors in preparing official statement and continuing disclosure requirements as well as for initiating debt service payments.
  • Responsible for recommending personnel to be hired, terminated, or requiring further development in the departments supervised.
  • Ensure that the financial database is accurate, and that proper security and checks and balances are established so the integrity of the data is not jeopardized.
  • Coordinates with the Executive Director of Accounting and Accounts Payable Coordinator in the preparation of the financial submission for the Public Education Information Management System.
  • Research and implement new technologies which enhance the operations of the financial functions of the District.
  • Coordinates with the Executive Director of Accounting to assist principals and bookkeepers with their student activity funds and general operating budgets to ensure funds are handled properly and efficiently.
  • Identify areas which could be more efficient or effective and implement new procedures which address these areas.
  • Demonstrate awareness of district/community needs and initiate activities to meet those needs.
  • Assist in developing formats which clearly convey financial information to the community and district personnel.
  • Maintain a consistent professional demeanor and appearance
  • Ensure compliance with the Texas Educator's Code of Ethics
  • Daily attendance and punctuality at work are essential functions of the job

Supervisory Responsibilities:

  • Supervises all Business and Finance Staff

Equipment Used:

  • Office equipment personal computer, printer, calculator, multi-line telephone system, copier and fax machine, and other equipment applicable to position.
