Hospital Outpatient Director

Under the general direction of the Chief Nursing Officer, the Hospital Outpatient Director will be responsible for the quality assessment, coordination, evaluation and standardization of hospital-wide outpatient clinical care. This role will create plans, organize, direct staff, and control a wide range of operations and activities pertaining to nursing services and/or clinical care delivery in Boulder City Hospital's Emergency Department, Observation unit and Outpatient Infusion unit. This role will have impact on the hospital's care delivery models and revenue cycle. Some of these operational impacts include but are not limited to, evaluation of patient care outcomes, medication administration, care management, and assisting in examinations and treatments; providing daily direction and leadership to assigned staff; developing and administering new programs and services; participating in Hospital strategic development and planning processes; and performing other duties as assigned.

As the leader of the Hospital Outpatient units this position will perform responsible and complex management duties by overseeing the daily operations of the units for Boulder City Hospital and must be able to work under sustained pressure and during stressful situations. The role will serve as a member of the hospital's management team and ensure that assigned programs, functions, and operations conform to organizational goals and objectives. Duties include significant responsibility for formulating and administering policies and procedures in assigned areas, as well as providing management support and advice to superiors. Assigned operations and functions primarily emphasize the administrative and financial aspects of the department expenses and/or revenue cycle impacts correlating the Hospitals' and department's budget responsibilities.

Duties And Responsibilities

1. Develops and maintains department policies, procedures and records in accordance with State, CMS and Administrative requirements. Reviews such on an annual basis to ensure that current, up to date information is used.
2. Plans, develop, maintains, and controls the annual budget for the department.
3. Participates in Hospital planning, decision-making and policy formulation as a member of committees as assigned.
4. Develops and implements goals and objectives in consultation with Administration and consistent with Hospital philosophy. This is done annually.
5. Participates in Hospital projects and public relations programs as required by supervisor.
6. Participating in quality improvement committee.
7. Assures compliance with established standards and procedures, safety, environmental and infection control, quality assurance/improvement and other regulatory requirements.
8. Analyzes and evaluates work schedules, work hours and duty assignments; effects changes as needed to achieve better utilization of staff for current census.
9. Plans, assigns, directs and monitors the work of subordinate staff; develops and/or approves staff schedules; analyzes and distributes staff assignments and workload; annually evaluates employee performance; recommends and implements employee disciplinary actions as appropriate.
10. Assists within setting goals and objectives for each employee for the upcoming year.
11. Responsible for maintaining staffing requirements and the recruitment, selection and placement of qualified staff.
12. Develops and maintains job descriptions and performance standards for department personnel.
13. Identifies educational needs and facilitates appropriate learning opportunities.
14. Encourage all nursing staff to participate in staff education, attend required meetings, and cross-train to other departments, as appropriate to their skills
15. Maintains a comprehensive Orientation and Training Program for department personnel.
16. Receives call offs from staff and replaces them as able.
17. Plans nursing routine for the patients on a 24-hour basis:
    1. Establishes unit routine protocols and standards of care.
    2. Assists with staffing on a 24-hour basis.
    3. Is responsible for clinical and skill development of all employees.
    4. Oversee delivery of care, including monitoring care management, documentation, and outcomes of care.
18. Prepares and implements the budget when approved:
    1. Help develop unit staffing patterns
    2. Prepares capital requests for need equipment
    3. Understands and supports margin target and manages the unit budget within target
    4. Reviews of financial statement monthly, or as available.
19. Identifies and implements cost containment opportunities
20. Maintains and assures us all equipment is workable and in safe conditions; makes recommendations as needed to Administration regarding new equipment.
21. Investigates new products, equipment and techniques as directed and makes recommendations to the Chief Nursing Officer.
22. Participates in demonstration of these to department staff as directed.
23. Promotes good internal and interdepartmental relations and public relations. May participate in interdepartmental and community education programs as requested. May participate in hospital public relations programs as requested.
24. Is a key leadership role and participate in building and maintaining physician relationships, program development, customer satisfaction, budget preparation and execution, and work as appropriate with the organization's operations.
25. Coordinates services with Medical Staff and Case Management so maximum financial reimbursement can be obtained.
26. Respond to concerns and/or complaints from patients, the public, Medical Staff, subordinates, and/or other hospital employees pertaining to assigned areas to maintain positive customer relations; research and investigate issues; prepare written or oral responses as needed.
27. Is the designated QAPI coordinator for the units assuring that the program is implemented with consideration of patient outcomes and infection control.
