The Clinical Director is a key leader in FBH working closely with the Sr. Director of BH Services and Chief Clinical Officer to develop and implement treatment programs for adults and/or children/adolescents within available resources. The Program Director monitors all assigned programs to ensure quality of care, efficiency and effectiveness, program performance, productivity and compliance with any accreditation standards, all applicable laws, rules, regulations and FBH policies and procedures. Participates in FBH Leadership team for executive management as part of overall FBH administration, program development and planning. Ensures that all clients receive appropriate and timely services in accordance with their needs and FBH resources. Ensures greatest possible continuity and coordination of care among service providers internally and with other community providers. Participates in FBH-wide administration, program development and planning. Ensures services are provided in accordance with current FBH managed care principles and procedures.
The Clinical Program Director - Trueblood will oversee the following program areas at Frontier Behavioral Health:

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following:
Administrative/Operations
Plan, organize and implement services in correlation with the Mission, Vision, Principles of Care, and Management Principles of FBH.
Promote and sustain initiatives promoted by the agency such as Trauma Informed Care, Person Centered Recovery Planning, Motivational Interviewing, etc.
Provide leadership and strategic direction for service development and implementation of initiatives.
Accept delegation and follow through with specific expanded assignments and responsibilities within FBH system such as quality improvements teams, agency initiatives, task groups, committees, consultations, mentoring or training responsibilities.
Ensure all contract requirements, including performance outcomes, are met for every assigned program.
Participate in state-wide initiatives as directed by the Sr. Director and/or COO.
Ensure compliance with the Revised Code of Washington (RCW), Washington Administrative Code (WAC), and all other laws, rules, regulations, and policies and procedures as it relates to the provision of services.
Work to assure that services are delivered in a manner that meets qualitative and quantitative standards of the agency and applicable licensing or regulatory bodies.
Promote collaboration and build relationships with key community partners.
Manage community concerns as a priority with a goal towards program improvement, staff development, and community education.
Participate in media related requests and activities as directed.
Act on behalf of the Sr. Director and/or Chief Clinical Officer as requested.
Other duties as assigned.
Management of Assigned Programs
Ensure clients receive timely access to services while maximizing coordination of care between service providers within and outside of FBH.
Ensure timely submission of services, authorizations/reauthorizations and other reports.
Ensure services are provided in accordance with current FBH policies and procedures.
Maintain data that is reviewed with the Chief Clinical Officer on a regular basis to support the performance objectives of each assigned program.
Analyze data regarding the performance of all program areas for the purpose of conducting a needs assessment and gap analysis to identify opportunities for improvement.
In collaboration with appropriate staff and community partners, advises Chief Clinical Officer on all issues related to service provision and program development.
. Promote and sustain the use of evidenced based/promising practices and the clinician model
Track hospitalizations of enrolled clients and facilitate processes related to coordination of hospital discharges and assist in addressing challenges that may arise related to these, if applicable.
9 Serve as primary liaison with LRA monitoring staff, DCRs and Court Evaluator with regard to requirements and processes pertaining to clients on court-ordered LRA's, and assure that necessary tasks and processes related to services to clients on LRA's are tracked and adhered to within the agency, as applicable.
Participate in peer review, supervision, intake and diagnostic staffing, in-house educational and administrative meetings as directed.
Develop, maintain and enhance whenever possible referral sources with appropriate agencies and ensure FBH's working relationships in the community are positive and effective.
Work closely as necessary with other community resources, professionals and systems (e.g., law enforcement, DCYF) to support quality care and facilitate a collaborative partnership between FBH and other such entities.
The Director position may require phone calls after scheduled work hours for business-critical matters. Directors who have oversight of 24/7 programs are expected to be responsive to calls from program staff and FBH leadership as needed.
Management of Personnel
Conduct applicant interviews, screening, and request for hire.
Responsible for overseeing new employee training within the assigned programs and ensure training plans are attended to for the purpose of staff development.
Responsible for timely performance appraisal, employee development, and corrective action of assigned employees in coordination with the Chief Clinical Officer and Human Resources leadership.
Provide both regularly scheduled and as-needed supervision and provide consultation to supervisees as necessary.
Identify, provide or ensure assigned staff have access to required clinical and administrative supervision and training or secure such training.
Ensure FBH charting requirements, correspondence, Workday or its successor, and other paperwork in a complete and timely manner by staff.

QUALFIED APPLICANTS WILL HAVE:
REQUIRED:
1. Master's degree in behavioral health is required.
2. Must be clinically licensed in Washington State.
3. Must have at least seven years' experience providing direct treatment services in behavioral health care with children, families and adults suffering from serious emotional problems, mental illness and/or co-occurring alcohol and substance abuse.
4. Four years of progressive leadership experience in the following areas:
Mental health program administration, operations and oversight.
Demonstrated leadership ability with managing large teams and staffing plans.
Must have a broad range of experience and/or knowledge of issues related to providing clinical services to children and their families, and adults in a community mental health setting and clinical program development for these populations.
KNOWLEDGE, SKILLS & ABILITIES:
Knowledge base should include service delivery approaches for children and their families and adults including evidence-based and promising practices and progressive approaches to case management and intervention that is integrated across mental and physical health and substance use disorder treatment systems.
Knowledge base should include managed behavioral health care systems and service management, intervention approaches related to vocational and rehabilitation /recovery needs for adults with severe and persistent mental illness and children/youth with a serious emotional disturbance.
Capacity to work cooperatively, independently and creatively in order to accomplish assigned responsibilities. Ability to work within the agency's structure, to relate constructively to colleagues and community, and to use professional guidance and supervision. Capacity to display a positive, optimistic, accepting attitude toward staff, clients and the community. Sensitivity to individuals' unique cultural characteristics, and to the challenges faced by the socioeconomically disadvantaged.
Must be computer literate with experience in Microsoft operating systems and electronic medical records.
Experience in writing grants, requests for proposal/information, program development, policies and procedures or other documents related to the provision of clinical care is preferred

PAY RANGE (Salary/Exempt): $118,389.72 -$144,232.64
All pay is based on longevity at Frontier Behavioral Health, thus, the starting pay is $118,389.72.
