This recruitment is being held to establish a listto fill current / future Collection Officer II positions. The current vacancy is within the Probation Department. This recruitment may also be used to fill positions in similar and / or lower classifications throughout the County of Orange.

Orange County Probation The County of Orange, Probation Department is dedicated to continuous improvement, searching out and applying effective and research supported practices to assist justice involved juveniles, their families, and adults to successfully navigate and successfully complete probation. Additionally, the Probation Department assists the criminal court system through investigations, probation reports and community supervision of approximately 10,000 adult and 800 juvenile clients on court-ordered probation or in diversion programs. The Probation Department also operates the Orange County Juvenile Hall, and two camps for youth. Under the direction of the Chief Probation Officer, a dynamic executive team with an organizational structure comprised of four bureaus - Adult Operations, Juvenile Operations, Strategic Development, and Administrative Services - serves the community using efficient and research supported corrections practices to reduce crime, assist the Courts in managing offenders, promoting lawful and productive lifestyles and assisting victims.

THE OPPORTUNITY
The Collection Officer II position will conduct investigations and take action to facilitate the collection of debts owed to the County and victims. The position responsibilities will include, but not be limited to :
- Locating debtors and conducting financial evaluations that include a review of income, expenses, and personal assets to determine ability to pay.
- Conducting restitution investigations to determine financial losses to victims.
- Applying complex laws and regulations.
- Securing cooperation from debtors and other individuals and agencies in collecting delinquent accounts.
- Initiating legal action to collect debts.
- Serving as a liaison between the Probation Department and other County departments, governmental agencies, law enforcement, and stakeholders.
- Performing skip tracing to locate individuals and update contact information to facilitate communication with debtors and victims.
- Initiating enforcement activities, including but not limited to mailing delinquent letters, making telephone calls, and possible meeting in person with debtors and victims.
- Reviewing and recommending post-judgment enforcement actions, such as levies, wage garnishments, judgment debtor exams, and Franchise Tax Board intercept program.
- Ensuring timely collection, payment, and / or write-off of delinquent invoices and posting payments to accounts.
- Representing the Restitution Contested Hearings, Financial Hearings, Claim of Exemption, and Order Judgment Debtor Examination, to name a few.
- May perform other duties as assigned.
MINIMUM QUALIFICATIONS AND CORE COMPETENCIES
Two years' experience at the level of a Collection Officer I at the County of Orange or in a comparable classification at a public agency.
OR
Three years' experience in credit and collections environment in a business, legal, government and / or law enforcement agency which duties included, but were not limited to, interviewing persons, case management, performing basic financial investigations and assessments of the ability to pay that would have developed the knowledge and abilities listed below.
College courses, training seminars, or a combination thereof (e.g., behavioral science, business administration, criminal justice, humanities, and paralegal courses) related to the knowledge and the abilities m ay be substituted for up to one year of the required experience based on three semester units equal to one month, and / or one hour of job-related training equal to one hour of experience.
In addition to the minimum qualifications, the ideal candidate will possess extensive knowledge and experience in the following core competencies :

RECRUITMENT PROCESS
