Job Description

Duties

  • Plans and manages projects related to strategic planning and mission accomplishment.
  • Provides high-level finance and accounting support to commanders and financial managers carrying out financial missions.
  • Interprets, develops, adapts, modifies, or integrates finance and accounting policies and procedures.
  • Provides advice and training to program managers regarding the processing of accounting transactions or reconciliation of accounting/financial reports.

Qualifications

GS 12 One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: providing financial advice to management, creating financial reports, conducting trend analyses, and assisting with budget development. Conducting operational reviews to ensure data accuracy, detect inconsistencies, improve internal controls, and recommend process improvements. Evaluating financial management systems and regulations.

GS 13 One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Demonstrated experience advising on resource allocation for financial missions, serving as an executive liaison to drive customer process improvements. Proven ability to develop and modify accounting procedures, rapidly address operational escalations, and implement corrective internal controls. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

  • To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher in the Federal service.
  • To be considered for the GS-13, applicants must have served 52 weeks as a GS-12 or higher in the Federal service.

** To verify you meet the time-in-grade requirement, please provide a copy of a recent SF-50 that shows you have completed at least 52 weeks at the next lower grade level. Examples of qualifying SF-50s include:

  • Within-Grade Increase (WGI)

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Education Education is not substitutable for specialized experience at this grade level. As a condition of employment, you may be required to serve a during which we'll evaluate whether your continued employment advances the public interest. The evaluation will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment advances agency or governmental goals; and whether your continued employment advances the efficiency of the Federal service. At the end of the probationary period, your employment will be terminated unless you receive certification that your continued employment advances the public interest. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
