Description
The Program Analyst IV - Reporting and Compliance Specialist IV is an advanced level professional located within the City of Detroit Housing and Revitalization Department's Administration and Finance Division.
Under general supervision, the Reporting and Compliance Specialist IV performs regulatory compliance and enforcement duties in accordance with grantor requirements, with accountability to agency management and governing authorities for the quantity and quality of the work performed, and ensures accurate reporting for work operations. Additionally, the Reporting and Compliance Specialist devises work policies and standards for compliance with federal, state and local laws and regulations in the funding of programs, projects and initiatives of the Housing and Revitalization Department (HRD). The position requires the application of specialized knowledge, skills and abilities necessary for effective program and project reviews, performance evaluation and conformance activities based on contractual and financial parameters established for each initiative, including those under the Housing and Urban Development (HUD), Michigan State Housing and Development Agency and philanthropic organizations. The Reporting and Compliance Specialist also advises Executive Management and provides training and technical assistance to agency staff and partners to guide broader policy development for the successful implementation of the departmental mission and goals.
Examples of Duties
HUD Consolidated Plan
- Research, analyze, and summarize data-driven information in the development of the Consolidated Plan (24 CFR part 91).
- Provide assessment of community development needs and housing market conditions; assess data analyses from the American Community Survey (ACS).
- Provide and identify summaries of all specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified in the Consolidated Plan.
- Assist with the development and the distribution of community surveys to identify priority needs for the Plan.
