Job Summary :
This position works 40 hours per week. This position performs highly responsible and complex administrative and technical work directing the staff, resources and activities of the Information Technology Department. Ensures department operations are effective, efficient and in alignment with the County's needs and strategic plan. The position allocated to this class serves under the Senior Director of Finance and Administration, providing leadership and oversight over all operations of the Information Technology Department. The incumbent coordinates with other County leadership to identify, recommend, develop, purchase, implement and / or oversee customer-focused, cost-effective information technologies, processes and systems. Direct supervision is exercised over department managers and supervisors. Work is performed with considerable latitude for independent initiative and judgment and is reviewed through meetings, status reports and results obtained.
Examples of Duties :
- Oversees and directs all operations of the Information Technology Department through effective planning, staff management, resource allocation and sound fiscal practices.
- Leads a department of technology professionals responsible for current and future organizational technology needs and is responsible for anticipation and identification of technology trends, best practices and cost-effective solutions.
- Secures networks supporting voice and data systems, including a mix of on-premise solutions and leveraged cloud-based solutions meeting the needs of 50+ diverse business operations for our County departments and various regional partners.
- Oversees ITD programs, end-user services (including help desk and technical support services), business applications, computer hardware / software management, technology procurement and contract management, training, network engineering and administration, Geographic Information Systems (GIS), telecommunications and web administration and development.
- Oversees, manages and participates in the development, preparation and administration of the departmental budget; directs the forecasting of funds needed for staffing, equipment, materials and supplies; projects adjustments to fund revenues; controls and monitors expenses; ensures fiscal responsibility; and implements budgetary adjustments as necessary.
- Provides vision, leadership, direction and guidance in operational and strategic planning of business and technology issues, as principal technology advisor to the County, to include : assessing potential areas of opportunity in which ITD could facilitate delivery of County services, advising County leaders on potential use and timely introduction of current and emerging information technologies, fostering innovation, evaluating and analyzing ITD operational data to identify and resolve information system difficulties and problems, and developing solutions for managing the County's information technology assets.
- Researches and applies quality improvement and best practice tools to all aspects of ITD operations.
- Leads and ensures the development and implementation of ITD goals, objectives, policies, procedures and priorities for various service areas; and reviews divisional plans to ensure alignment with the County's overall strategic plan.
- Ensures the communication of policies and objectives to all staff.
- Oversees and manages response to technology security breaches and attacks; develop counter-measures and defenses against future threats.
- Oversees, manages, coaches, directly or indirectly (through department managers and supervisors), and trains and motivates a staff of professional, technical, and support employees.
- Evaluates and reviews work performance; and plans, coordinates and arranges appropriate staff training.
- Meets regularly with staff to discuss and problem-solve issues such as priorities, workload, resource allocation, budgets, technical issues, quality standards and services.
- Encourages new ideas and collaborative approaches to solving problems.
- Establishes a work environment that supports and maintains a high level of morale and productivity.
- Coordinates departmental operations with other County departments, advisory boards, and outside agencies to maximize the effectiveness and efficiency of interdepartmental and intergovernmental actions and activities; and facilitates the flow of required information to and from external agencies.
- Makes presentations when appropriate to other departments, agencies and executive management regarding IT issues, projects and topics.
- Oversees technology purchases; develops Request for Proposals (RFP), evaluates proposals, recommends vendors, negotiates contracts.
- Directs the preparation and maintenance of necessary records and reports.
- Performs other related duties as required / assigned.
