GENERAL DESCRIPTION OF WORK :
Responsible for administering multiple grants and assisting with a wide variety of financial / accounting and budgeting work. Requires knowledge of accounting practices and principles particularly with public sector / non-profit agencies. Must ensure compliance with federal, state, local and internal rules, regulations, circulars, and policies. Works directly with grants and special funds staff to ensure efficient and effective use of grant funds, accuracy of financial reporting systems, and compliance with all regulatory agencies. Performs specialized technical work requiring knowledge of theory / practice in accounting / finance and grant compliance. Assists with financial and programmatic reporting, analysis, and other work as needed. Work is performed under general supervision, and requires initiative, sound judgment, and the ability to troubleshoot and develop effective solutions.
ESSENTIAL FUNCTIONS :
Assist in preparation of grant reconciliations, financial reports, budgets, grant status reports, and audit work papers.
Provides administrative support in grant research for projects identified for grant funding.
Maintains and updates grant related information and data in appropriate databases.
Review grant expenditures and support documents to ensure all costs are accurate, allowable, and allocable according to the terms and conditions of the award and program guidelines. Analyze budget / performance variances and assist with other analysis as needed.
Assist in preparing various grant applications, amendments, budget revisions, financial status reports, and project status / milestone reports.
Provides assistance in tracking and monitoring pass through funds to subrecipients, including but not limited to subrecipient agreements, reimbursement requests, programmatic reporting, and compliance monitoring.
Prepares grant reimbursement packages and assists with grant closing out procedures.
Ensure compliance with federal, state, and local guidelines and regulations.
Assist in preparing a variety of grant reports for management, grant related memorandums and correspondence, internal and external audit requirements, and maintaining accurate grant files and records.
Provides general administrative and analytical support to the Grants Department.
Performs other accounting and / or grant duties as assigned.
This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.
REQUIRED EDUCATION AND EXPERIENCE :
Bachelor's degree in Public Administration, Finance, Accounting or related field, and a minimum of two (2) years of experience in grants administration, accounting, finance, or a closely related field, or an equivalent combination. Experience may be substituted in lieu of education on a year-for-year basis up to four years.

ADDITIONAL REQUIREMENTS :
Knowledge of principles, practices, and methods of accounting; GASB requirements; and any pertinent federal regulations. Must become thoroughly familiar with applicable sections of pertinent legislation such as OMB Uniform Guidance 2 CFR Part 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards).
Must have knowledge of Excel, personal computer and related software applications, such as databases and word processing. Also, must have knowledge of using automated accounting systems. Must be able to create and maintain data retrieval programs using MS Access or other database software is desirable.
Must be able to assist with a variety of financial / accounting work that is not related to grants. Must be willing to assist as needed to facilitate building a more flexible and well-rounded Fiscal Management team.
Must be able to appropriately handle confidential and sensitive information.
Must be able to make good decisions based upon a mixture of analysis, wisdom, experience, and judgment, and to make sound recommendations to management.
Must be able to grasp technical issues quickly, and to keep up with job-related knowledge including best practices.
Must be able to communicate with internal departments, external grantors, other agencies, and nonprofits effectively.
Must be able to understand issues and develop effective solutions.
Must be able to find common ground and solve problems for the good of all and be a team player who encourages collaboration. Must have the ability to meet and deal tactfully with the public and employees and maintain effective working relationships.
Must be able to write and speak clearly and succinctly in a variety of communication settings and styles.
Must have the ability to analyze and interpret fiscal records, assist in preparing accurate and complete financial reports, complete specially assigned tasks, and maintain accounting records.
Must also have the ability to read and comprehend materials.
Must have strong planning, judgment, organizational, and analytical skills.
Must be able to work effectively in stressful situations, work well in a fast-paced environment, and meet deadlines.
Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS :
Physical ability required to be mobile, bend, stoop, stand, reach and lift objects weighing 5-25 pounds such as files, supplies, equipment and large heavy reference manuals and books.
WORK ENVIRONMENTS :
Works in normal office environment.
Requires irregular hours.
