Top Secret Criminal Investigator
Help conduct investigations that may result in criminal or civil / administrative prosecution and penalties. Conduct arrests, searches, and seizures in accordance with the U.S. Constitution, pertinent laws, regulations, directives, and court decisions; includes collection and the preservation of physical evidence. Preparation of comprehensive investigative reports in order to present complex and conflicting findings in a clear, logical, impartial, comprehensive, and concise manner. May need to appear as a witness before Grand Juries and trial courts or participate in other legal proceedings. Conducts liaison activities with other internal and external stakeholders and partners, including Federal, State, and local agencies, representing the interests of the employing agency.
Requirements include U.S. citizenship, a Top Secret / Sensitive Compartmented Information (TS / SCI) security clearance, possible international travel and / or deployment to Southwest Asia, and registration or exemption from Selective Service for males born after 12 / 31 / 1959. This is an Excepted Service position and an applicant receiving such an appointment does not acquire competitive civil service status. This position requires a pre-employment physical exam and a pre-employment physical readiness test. A physical readiness test is required for the duration of employment. This position requires qualifications to carry and use government-owned firearms as part of assigned duties (as a condition of employment you must maintain this qualification). The applicant selected for this position must be able to qualify and maintain authorization to carry firearms including no current or previous domestic violence charges / convictions. Employees are ineligible for this position if, at any time, they have been convicted of a misdemeanor crime of domestic violence, unless the conviction was expunged, set aside, or he / she received a pardon. Incumbent will be required to work, or be available to work substantial amounts of unscheduled overtime duty based on the needs of the agency. Compensation for this overtime is in the form of a special form of premium pay fixed at 25 percent of the adjusted salary (basic and locality). Incumbent may be required to complete 14 weeks of Criminal Investigator Training at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia. If you have not previously successfully completed a trial or probationary period with the federal government in a similar position, you will be required to serve a one year trial period. Requires the incumbent to possess and maintain a valid state driver's license. This position requires employees to sign a Mobility Agreement as a condition of employment. Federal employees currently serving in the Competitive Service must acknowledge that they will voluntarily leave the Competitive Service by accepting an offer of employment in the Excepted Service. May be required to submit a financial disclosure form (OGE-450) at time of appointment and annually. The incumbent must adhere to the DoD Standards of Conduct.
Qualifications : Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself / herself, or others is disqualifying.
Specialized Experience for GS-07 : Specialized experience equivalent to the GS-05 grade level in the federal service applying basic inspection, investigation, enforcement, and / or compliance principles, concepts, and procedures, applicable Federal laws and regulations, and practices common to business, public institutions, and other entities in order to select, gather, and organize information from various sources such as databases, witnesses, informants, or Federal, State, and local agencies; perform routine tasks to support the inspection, investigation, enforcement, or compliance process; inspect documents for accuracy and compliance; establish preliminary findings; and prepare reports. OR Education : At least one full year of graduate level education from an accredited college or university, AND the education demonstrates the knowledge, skills, and abilities necessary to do the work. OR Combination of experience and education which when combined totals 100% of the necessary education and experience to qualify for this position. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18, then add the two percentages. (You MUST provide transcripts or proof of education to verify your claim.) OR Superior academic achievement : Successful completion of all the requirements for a bachelor's degree from an accredited college or university with one of the following : a grade point average of a 3.0 or higher on a 4.0 scale, class standing in the upper third of my graduating class or major subdivision, or membership in a national scholastic honor society. Specialized Experience for GS-09 : Specialized experience equivalent to the GS-07 grade level in the federal service applying inspection, investigation, enforcement, and / or compliance principles, concepts, and methodologies, laws, regulations, guidelines, and precedent decisions, requirements of various legal jurisdictions, and practices common to industries and entities regulated by applicable programs, identify sources of information to detect illegal activity and document issues or probable cause; conduct investigations using accepted methodology and problem solving techniques; take statements from witnesses, third parties, and other knowledgeable persons; research, analyze, interpret, and evaluate data and information to make appropriate recommendations; and prepare reports and technical information. OR Education : Successful completion of a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. that may be substituted to meet the specialized experience requirement. OR Combination of experience and education which when combined totals 100% of the necessary education and experience to qualify for this position.
