Grants Accounting Supervisor

The Grants Accounting Supervisor works collaboratively with teams to develop federal, state and local grant budgets, manage the accounting of grant revenues and expenses, ensure accuracy of monthly and annual grant reporting and is responsible for other accounting and financial management within the department. Directly supervises the work of the Grant Accounting Associate(s).

Essential Duties and Responsibilities

Assists Director with the development of multi-governmental, multi-program and multi-year grant budgets ensuring accurate and compliant budgets are submitted for funding.

Maintain responsibility for preparing adjustments for budget amendments, transfers, and/or creation of special budgets after ordinances.

Monitors and reviews federal and state regulations that stipulate specifications for required policies and procedures related to financial reporting for grants.

Prepares a variety of monthly, quarterly and annual reports including revenue projections, project reports financial reports and grant reconciliations.

Reconcile monthly federal and state grant vouchers, manages loan portfolio balance sheet account reconciliations and create various journal entries.

Reviews and approves all balance sheet and income statement account activity.

Conducts financial monitoring audits of sub-recipients to ensure compliance with governmental policies.

Reviews and reconciles employee payroll information to ensure compliance with grant thresholds and budget performance.

Audits, reconciles and process transactions related to receipt and expenditures of grant funds, local funds and program income.

Assists programmatic and project staff with financial related to contracts, expenditures and budgets.

Actively collects and compiles information for annual financial single audit requirements.

Maintain, reconcile and report on financial records in accordance to HUD specific standards for all funds expended and receipted.

Prioritize and coordinate work activities of accounting staff to provide direction, meet deadline demands and changes in practices/polices.

Prepares employee annual performance evaluation reports.

Prepares, reviews, and/or approves monetary draws on federal/state grant funds.

Monitors grant funds to ensure timeliness of receipt, changes to funding and timeliness of expenditure deadlines to ensure availability and proper use of grant.

Performs other job duties as assigned by the department Director.

Education, Training and Experience

The Grants Accounting Supervisor should possess at a minimum, a Bachelor's Degree in Accounting or Finance with four (4) years' experience in governmental accounting, a Master's Degree in Accounting or Finance with (2) years in governmental accounting or experience or any equivalent combination of education and experiences which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position. Prior management or supervisory experience is strongly preferred. NECESSARY SPECIAL REQUIREMENTS:

  • Preferred Certified Public Accountant (CPA).
  • Preferred knowledge of Federal Cost Accounting and Financial Reporting Standards promulgated by the OMB.
  • Possession of a valid Georgia Motor Vehicle Operator's License.

Knowledge, Skills, and Abilities

The Accounting Manager must be knowledgeable of the following principles, procedures, and concepts:

  • Knowledge of the theories, principles, and practices of organizational administration and financial management.
  • Ability to work under pressure in a changing environment to meet urgent deadlines.
  • Familiarity with grant based, fund and/or nonprofit accounting.
  • Ability to use computers and other electronic technology to receive, prioritize, organize and transmit information. General knowledge of Microsoft Office Suites and Outlook.
  • Knowledge of fiscal and budgetary administration.
  • Knowledge of the principles and practices of public administration.
  • Capacity to work in both a group setting and on an individual basis.
  • Must be detailed orientated, have ability to manage multiple tasks simultaneously, self-directed and organized.
  • Ability to interact with a diverse group of people of various disciplines and educational levels.
  • Knowledge of New World Software is a plus.
  • Ability to analyze office operations, flows of work, forms, and record systems.
  • Ability to maintain effective working relationships with employees and with members of the general public.
