    JOB DESCRIPTION :

    This position has the responsibility for directing and managing the activities of the day-to-day operations and the teams responsible for fiscal and program monitoring, including Health and Human Services (HHS) Improper Payments Reviews. This program integrity unit conducts fiscal and programmatic reviews of local early learning coalitions and statewide contractors. The purpose of the reviews is to ensure compliance with federal and state guidelines and to identify opportunities to improve services to families and children. The program integrity unit is also responsible for the triennial review of HHS improper payments.

    DUTIES & RESPONSIBILITIES :

    (Note : The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.)

    The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions :

    Performs Accountability Reviews and Fiscal Monitoring Reviews which will be completed timely and accurately, and applicable tracking will be maintained. Risk assessment will be completed prior to review cycles beginning. Technical assistance will be developed as identified in reviews and coordinated with other units as necessary.

    Conducts the HHS Improper Payment Review which occurs every three years, in the review period it is expected that preplanning and required documents shall be submitted within established timelines.

    Provides administrative supervision and support to assigned staff including mentoring staff, overseeing staff recruitment, attendance and leave, training, disciplinary actions, and performance evaluation, identifying and resolving team / organizational problems.

    Collaborate with the program and policy unit to inform development of monitoring tools and protocols to effectively monitor the School Readiness (SR) and Voluntary Prekindergarten (VPK) Programs implementation.

    Coordinates work assignments and works closely with the Program Integrity Unit supervisors to ensure projects and accomplishments are aligned.

    Conducts special assignments as directed by the DEL Senior Leadership and prepares verbal and written reports of findings and recommendations, including developing corrective actions when required.

    Coordinates and assists staff with conducting internal quality assurance reviews and supervising the implementation of special reviews, projects, and the development of risk assessment tools.

    Oversees the analysis of trends identified during monitoring’s and reflected in reports to establish a groundwork for risk assessments. Coordinate the development of appropriate technical assistance documents and training for coalitions.

    Provides, as needed, representation on statewide agency / interagency workgroups related to early learning issues; serves as liaison for the DEL on agency, interagency, and coalitions related to monitoring issues.

    MINIMUM QUALIFICATIONS

    Required Licensure / Registration / Certification / Experience or Education :

    Three to Four years of professional experience in business administration or finance

    Ability to communicate effectively including verbal and written communication.

    Four years of experience in either monitoring or auditing

    Experience using Microsoft Office (Word, Outlook, Excel, PowerPoint)

    PREFERRED QUALIFICATIONS :

    Preferences will be given to :

    Applicants who meet both the minimum and educational substitutions.

    Applicants who have a bachelor’s degree or higher from an accredited college or University.

    EDUCATIONAL SUBSITITUIONS :

    SB 1310 : Substitution of Work Experience for Postsecondary Education Requirements.

  • A bachelor’s degree from an accredited college or University can substitute for 4 years of direct experience.
  • Related work experience may not substitute for any licensure, certification, or registration required by an agency and indicated in the advertised job description.

    LEAVE INFORMATION :

    Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
