  • Job Summary

    The Emergency Management Specialist Principal leads the development and implementation of college emergency operations and continuity plans to ensure institutional preparedness and resilience. This role coordinates hazard assessments, training, and exercises, while managing emergency communication systems and compliance with district, state, and federal requirements. The Specialist serves as a liaison with campus stakeholders and external emergency response agencies, supporting effective communication and incident coordination. During emergencies, the position provides critical response support and leads post-incident reviews to strengthen future preparedness.

    Essential Functions

    Emergency Preparedness & Planning (35%)

  • Lead the development, implementation, and ongoing maintenance of assigned College Emergency Operations Plans (EOPs), Continuity of Operations Plans (COOPs), and other preparedness documents in coordination with campus stakeholders and under the guidance of the Director.
  • Review and enhance college-specific emergency procedures, protocols, and response frameworks to ensure operational effectiveness and compliance with district-wide policies and best practices. Identify areas for improvement and coordinate with stakeholders to implement necessary updates.
  • Conduct and document site-specific hazard and vulnerability assessments for assigned colleges. Identify potential risks, develop mitigation strategies, and coordinate with college departments to integrate recommendations into operational and emergency planning efforts.
  • Facilitate emergency management program review and gap analyses for assigned colleges. Identify deficiencies, document findings, and contribute to the development and revision of policies and procedures to improve preparedness and resilience.
  • Training, Exercises, and Outreach (25%)

  • Plan, facilitate, and document discussion-based and operations-based exercises in alignment with the Homeland Security Exercise and Evaluation Program (HSEEP). Ensure exercises are designed to test emergency plans and build response capabilities.
  • Deliver training and orientation sessions to faculty, staff, and students on emergency preparedness topics (e.g., evacuation, lockdown, shelter-in-place, emergency notification systems).
  • Maintain records of training attendance and assist with tracking compliance with federal (e.g., NIMS, Clery Act) and district requirements.
  • Coordinate with college leadership and departments to integrate emergency preparedness into daily operations.
  • Emergency Communication & Technology (15%)

  • Manage the setup, testing, maintenance, and auditing of campus emergency notification systems, including Alertus and RAVE. Ensure systems are functional, configured, and ready for deployment in accordance with district protocols and testing schedules.
  • Collaborate with IT, Facilities, and the Police department to maintain readiness of alerting platforms.
  • Enable effective use of an incident management platform to ensure accurate information sharing, support real-time operational awareness, and promote coordinated communication and collaboration among college and district stakeholders.
  • Liaison & Compliance Support (15%)

  • Serve as a local liaison to campus stakeholders and external emergency response partners (fire, EMS, public health, etc.).
  • Assist in maintaining Clery Act compliance, including related emergency planning documentation and response records.
  • Monitor local, state, and federal guidance related to emergency management and assist with compliance efforts.
  • Incident Support & Response (10%)

  • Serve as a key support staff member during emergencies, helping to manage planning, coordination, and documentation at the college and District Office level.
  • Drive communication and response efforts between campus departments, external agencies, and the District Office during incidents to ensure unified and effective incident management.
  • Coordinate post-incident reviews by collecting data, facilitating debriefs, and documenting findings. Lead the development of after-action reports and improvement plans to capture lessons learned and support continuous improvement efforts.
  • May require response to emergencies at any time of the day.
  • Performs other duties as assigned.
  • Minimum Qualifications

    Bachelor's degree from a regionally accredited institution in emergency management, homeland security, public safety, fire science, criminal justice, public administration, public policy, occupational safety and health, public health, urban and regional planning, risk management, or a related field, and two (2) years of work experience in a role supporting emergency management, response coordination, or public safety planning which includes independent and collaborative work with diverse internal and external stakeholder groups.

    An equivalent combination of education and / or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

    Desired Qualifications

  • Background in conducting or developing both discussion and operational-based exercises.
  • Experience working in higher education or similarly complex institutions.
  • Demonstrated ability in facilitating groups, meetings, or collaborative discussions involving diverse stakeholders to support planning, decision-making, or problem-solving in a professional setting.
  • Demonstrated experience - typically two (2) or more years - working independently and collaboratively with diverse stakeholder groups, including internal departments and external partners. Must possess strong interpersonal and communication skills, with a proven ability to build relationships and facilitate effective collaboration across organizational levels.
  • Proficiency with emergency communication platforms (e.g., RAVE, Alertus).
  • Special Working Conditions

    This posting is for two positions. Each position will be based out of the District Office but will be assigned to a designated region that will require regular travel. Employees may also be expected to work at locations within their assigned region as needed.
