Energy Program Manager (WMS BAND 3)

Additionally, this is a home-based hybrid position, with the requirement to come into the office and travel to project sites as needed.

The Department of Enterprise Services (DES) provides centralized business services to state government agencies; to other public entities such as cities, counties and tribes; and to Washington residents. DES' mission is to strengthen the business of government for a sustainable and just future. Learn more about DES. The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.

About the Opportunity: As an Energy Program Manager, you will lead and direct our self-supporting statewide Energy Program, which manages $400 million in Energy Savings Performance Contracting (ESPC) every biennium and generates $5 million in annual revenue. You will oversee the development and implementation of program policies, standard project management practices, and contracts that help state agencies, universities, schools, and municipalities reduce energy and resource consumption. Serving as the agency's technical expert on energy, sustainability, and building commissioning, you will analyze proposed legislation for potential impacts, ensure high-quality project delivery, and represent the agency in national performance contracting organizations like the Energy Services Coalition (ESC).

Duties

Some of what you'll enjoy doing includes:

  • Direct, organize, and oversee the daily operations and strategic goals of the statewide Energy Program.
  • Ensure energy savings performance contracts are completed on time, within budget, and to the satisfaction of client agencies.
  • Guarantee all projects comply strictly with state laws, agency policies, and established legal processes.
  • Prioritize and coordinate project assignments while setting clear performance measures for project managers and the program.
  • Monitor program performance to ensure high-quality delivery and consistent project execution across all public facilities.
  • Other duties as needed.

Qualifications

Required Qualifications:

  • Eight (8) years of combined experience and/or education that demonstrates competency related to this role.
  • Qualifying experience includes working as a project manager for capital construction or energy projects.
  • Qualifying education includes major study in mechanical engineering, electrical engineering, or architecture.

Knowledge of:

  • State public works laws, government policies, and the strategic missions and procedures of the department and state government.
  • Architectural and engineering project management, including planning, cost estimation, government budgeting, and construction contract administration.
  • Technical design principles for public buildings, construction materials, building methods, and diverse engineering systems.

Skills to:

  • Communicate effectively with a staff of experienced professional engineers and architects and with a wide variety of client agencies, design professionals, and construction contractors.
  • Negotiate and communicate with senior level management and with building officials, regulatory agencies, legislative staff, and the news media.
  • Make critical decisions affecting the design and construction of major energy performance contracts and the long-range strategic goals of the division.

Preferred Qualifications:

  • Professional engineer licensed in the state of Washington.
  • Extensive experience in public works contracting, budget development, strategic planning, and managing project managers, with the executive-level business acumen of a major construction firm leader.
  • Expert-level technical knowledge in architecture, engineering, building systems, regional energy economics, resource conservation, and integrating client needs into public facility improvements.
  • Proven track record of developing, implementing, and marketing statewide energy efficiency, environmental, or facility-related service programs.
  • Familiarity with the Washington State legislative process and the ability to analyze proposed bills for their potential impact on agency operations.
  • A self-directed professional who manages public resources responsibly, uses Microsoft Excel and PowerPoint, and builds trust through strong negotiation, mediation, and collaborative skills.
