Stormwater Field Supervisor (Crew Chief 2)

Public Works Stormwater Operations is seeking a Stormwater Field Supervisor, to lead a dedicated preventative maintenance team.

The Stormwater Field Supervisor leads a Preventive Maintenance crew responsible for maintaining, inspecting, and supporting the County's stormwater infrastructure. This position conducts Preventative Maintenance and Response calls and Municipal Separate Storm Sewer System (MS4) inspections, coordinates labor and skilled field tasks, and ensures timely, high-quality completion of service requests.

Duties include planning work schedules, assigning resources, and using GPS tools to map and update stormwater assets. The role requires working safely in heavy labor environments, around machinery, and in varied outdoor conditions while providing as-needed support to the MS4 Response Group.

What Would You Do?

  • Lead and supervise a crew of workers in the daily activities of the preventative maintenance of stormwater assets.
  • Operate complex heavy construction equipment, including Gradalls, hydraulic excavators, tankers, track-hoes.
  • Review construction plans and manage construction activities in accordance with specifications.
  • Maintain accurate records of crew activities, safety incidents, performance reviews and regulatory compliance documentation.
  • Ensure compliance with all federal, state, and local regulations pertaining to facility operations and stormwater management.
  • Schedule and delegate tasks to crew members, ensuring efficiency and effectiveness in operations.
  • Monitor and evaluate crew performance, providing guidance, training, and support as needed.
  • Conduct regular safety meetings and training sessions to promote a culture of safety among crew members.
  • Performs related work as assigned or required.

What Do You Need to Have?

Experience: Public Works (maintenance, construction or repair work experience specializing in Right-of-Way Drainage or Stormwater facility maintenance), utilities, that includes lead worker, supervision or supervisory training.

  • Three (3) years of experience as described above, OR;
  • Associate's or higher-level degree at least one (1) year of experience as described above, OR;
  • An equivalent combination of education, training, and/or experience.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Additional Requirements:

  • Strong knowledge of regulatory compliance standards, safety protocols, and operational procedures.
  • Leadership qualities to provide managerial and technical guidance to staff.
  • Ability to work effectively in a team-oriented environment.
  • Possession and maintenance of a valid Florida Commercial Driver's License Class "B" license at time of hire.

Highly Desirable:

  • Experience: Five (5) or more years of experience in public works, stormwater operations, or a similar environment, including the operation and maintenance of stormwater infrastructure, NPDES compliance, and related field operations.
  • Commercial Driver License: Florida Commercial Driver License (CDL) Class A.
  • Traffic Control: Florida Department of Transportation (FDOT) Temporary Traffic Control (TTC) certification.
  • Training: Training in illicit discharge detection, spill prevention and response, erosion and sediment control, and FEMA Incident Command System (ICS) 100, 200, and 700.
  • Equipment: Certification or experience operating specialized heavy equipment, including a Gradall, Long-Reach Excavator (Long Arm), Dozer, or Weedoo.
  • Technical Knowledge: Ability to read and interpret as-built plans and construction drawings.
  • Asset Management Systems: Experience using asset and data management systems such as OPUS/Oracle, Cityworks, ESRI GIS, and other mapping or infrastructure asset management software.
  • Environmental Knowledge: Experience identifying Florida invasive plant species.

Knowledge, Skills, and Abilities:

  • Ability to operate medium equipment; skid steer, loader, mini excavators and hand power tools.
  • Knowledge and ability to perform storm water conveyance maintenance activities and Rightof-Way Drainage (pond maintenance, ditch and pipe inspection).
  • Knowledge of modern techniques, methods, procedures, principles and practices of stormwater permitting.
  • Ability to supervise on a project basis and prepare routine reports.
  • Competent in Microsoft Office Suites; including Cityworks, Word, Outlook, PowerPoint.
  • Effectively communicate written and oral directives and instructions with all levels of staff, public and other organizations.
  • Strong computer skills to retrieve, report and communicate the status of work assignments.
  • Ability and strength to endure long periods of standing, walking, or working in inclement weather, and perform heavy manual labor for extended periods.
