The Wastewater Lift Station Supervisor is responsible for overseeing the maintenance activities of the pumps station in south Pinellas County. These stations primarily convey sewage to the South Cross Bayou Water Reclamation Facility, and some stations serve other needs. The duties of this position include supervising maintenance staff, overseeing workplace safety and cleanliness, and supporting the asset management program, which includes planning and scheduling of preventative, predictive, and corrective maintenance, updating asset management records, and implementing change management. The primary job function of this position is to ensure that maintenance activities support plant operations and the efficient production of plant products (reclaimed water, fertilizer, surface water discharge). The position's time will be split between field and desk activities that require creative problem solving, technological savvy, and strong oral and written communication skills. The Supervisor must be prepared to model exemplary leadership and professional practices to a diverse staff.
The Supervisor will supervise a staff of mechanical technicians and coordinate with contractors and consultants regarding construction projects, such as pump station rehabilitation. He/she is in charge of scheduling staff to ensure proper maintenance support for the collection system 24/7. He/she will direct the review and hiring process for open positions in the pump station maintenance team, as well as be responsible for the enforcement of disciplinary policies and procedures as set forth by the Pinellas County Unified Personnel System for Classified employees.
The Supervisor is responsible for the safety and cleanliness of the stations and is required to have knowledge of the appropriate safety standards, such as those set by the Occupational Safety and Health Administration (OSHA). The Supervisor will be responsible for ensuring their staff is adequately trained in safety regulations, as well as coordinating relevant safety inspections for the stations.
The Supervisor coordinates with warehousing and inventory, including ordering parts, and must ensure that schedules are being met on time and within cost parameters. The Supervisor will provide maintenance project cost estimates to upper management. He/she reviews adherence to the operating budget and aids in long-term planning and financial calculation for capital improvement projects and station repairs. Additionally, the Supervisor, in conjunction with other staff members, must plan and review overview goals and timelines to contribute to the overall long-term vision for the Facility.
This Maintenance Supervisor (Lift Station Supervisor) position is located at: South Cross Bayou AWRF 54th Avenue North, St. Petersburg, FL .
Work Schedule: Monday - Friday; 7:00 a.m. - 3:30 p.m.
What Do You Need
Experience: Supervisory experience in public works or utilities construction, maintenance, or major repair.
5+ years’ experience as described above.
Associates degree and 3 years’ experience as described above.
Bachelor’s degree and 2 years’ experience as described above.
Master’s or high-level degree and some experience.
An equivalent combination of education, training, and/or experience.
Florida Driver's License upon hire.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
Minimum of five years of supervisory experience.
Experience and/or professional training in management of change (MOC) programs and practices.
Strong mechanical and electrical background preferred.
What Will You Do
Ensure safe execution of all mechanical, electrical, and instrumentation work for planned and unplanned plant outages.
Ensure planned maintenance work is executed in a professional manner and work is of the highest quality.
Ensure technicians are trained in the maintenance of all systems at the site via a training/progression program involving manufacturers, vendors, and site-specific information.
Develop and ensure adherence to maintenance budgets.
Ensure that outside services can be provided as needed for any of the equipment activities. This includes coordinating with safety and security personnel to assure that outside contractors and vendors adhere to Pinellas County Utilities procedures and provide a smooth transition when entering and exiting the plant site.
Work with procurement, engineering, operations and outside suppliers as required.
Ensure the Preventative Maintenance (PM) program is maintained and updated as necessary.
Help develop the criteria for preventative maintenance frequencies in conjunction with the Plant Manager, Maintenance & I&C supervisors, and engineers.
Monitor PM completion efficiency and backlog and recommend actions to maintain completion compliance.
Ensure that the Management of Change (MOC) in maintenance procedures and operating procedures that are a result of modifying current equipment or new installation, are communicated with other departments.
Ensure that all safety procedures, guidelines, documentation and records are well maintained and current.
Monitor new technology for ideas to reduce cost and improve plant on-stream time.
Troubleshoot equipment problems and recommend solutions as appropriate.
Maintain close communication with all levels of supervision.
Participate in “on call/Standby” rotation.
Support the initiatives of continuous improvement through teamwork and the application of the quality planning and improvement principles.
Participate in Emergency Response Plan Phase 1 or Phase 2 as designated during emergency or storm events.
Knowledge Skills & Abilities
Proven track record of success in development and management of a successful preventative maintenance program.
Proven track record of success in supervision & training of maintenance staff.
Solid communication skills including the ability to compose written documents and interact effectively with peers and supervisors.
Strong analytical, troubleshooting and decision-making skills.
Strong knowledge of asset maintenance as well as maintenance practices and procedures.
Good general knowledge of PC software applications, including Word, Excel and Outlook and able to utilize electronic maintenance management software.
Results oriented and initiative.
Good interpersonal skills combined with the ability to work as a team player.
Ability to set and meet goals, often managing multiple projects simultaneously.
Ability to learn computer-based asset management software, as well as use and manipulate multiple software platforms, such as Microsoft Office Suite.
Strong personal skills, ability to coach and discipline employees as needed.
Understanding of maintenance programs, ability to prioritize, plan, and schedule work.
