State Workforce Policy Consultant

The Division of State Human Resource Management is seeking a highly skilled and motivated individual to join our team. This position is responsible for developing and successfully executing large initiatives related to labor and employee relations, requiring coordination and alignment across multiple agencies of the State Personnel System. The State Personnel System is the largest personnel system in Florida's state government and is comprised of over 97,000 positions in the Career Service, Selected Exempt Service, and Senior Management Service pay plans, as well as Other Personal Services.

As a State Workforce Policy Consultant, you will be assigned to the Bureau of State Workforce Employment Programs and Labor Relations to support labor relations activities such as collective bargaining negotiations and grievances as well as employee relations programs such as ADA Accommodations, Performance Management, and Disciplinary Actions. Additionally, this position will collaborate with the Benefit & Talent Management Section and the Bureau of State Workforce Design and Compensation on development of statewide workforce policies and delivery of human resource (HR) related consultative services to other state agencies. You will be directly involved in formulating both labor negotiation strategy and HR related policies impacting the entire State Personnel System workforce. This role provides opportunities to work on statewide HR initiatives and special projects that drive innovation and modernization of HR processes.

Pay : $60,000 to $65,000 annually, based on experience

Your Specific Responsibilities : Your job will be to carry out multiple duties associated with collective bargaining and employee relations. The duties will include conducting research and analysis on HR issues, emerging best practices, and other employer trends and strategies; and provide consultative and technical assistance to management, agencies, and the public through interpretation of state and federal HR related laws and application of HR best practices. Although it often requires that you work independently, it can also entail highly collaborative work.

Examples of primary responsibilities related to HR issues and programs include :

• Coordinating bargaining sessions; monitoring negotiation activities; memorializing positions taken by each party; crafting the state's proposals and counter proposals; and preparing work products for the Legislature to reference.
• Preparing appropriate documents to present findings and recommendations to management that will support decision-making related to negotiation strategy, policy development, and process improvements.
• Providing consultative services to agencies related to the execution of various employee relations programs.
• Assisting with drafting of new or revised rules, statutory language, and guideline documents.
• Monitoring and analyzing federal and state proposed legislation, and / or reviewing related executive summaries, white papers, and reports to identify the impact to the State Personnel System and propose appropriate updates to related policies and procedures.
• Recommending enhancements to the personnel information system to ensure components are comprehensive, user-friendly, reliable, accomplish objectives, and legally compliant.
• Creating and / or using data reports from the personnel information system to identify discrepancies or compliance issues and ensure corrective action is taken by agencies as appropriate.
• Providing support to team members on assigned special projects, including analyzing or developing solutions to HR issues or concerns, implementing policy, developing reports, participating in presentations, and / or coordinating project activities.

Knowledge, Skills, and Abilities : Since this is a position of high responsibility and your judgment might influence policies and decisions affecting employees in State Personnel System agencies statewide, possession of the following is required to be successful :

Minimum Qualifications : Four years of professional work experience in a human resource related field or in a professional level human resource position. A bachelor's degree can substitute on a year-for-year basis for the required experience. Experience interpreting and applying statutes, rules, policies, etc. Experience researching, writing, editing and / or coordinating preparation of reports, executive briefings, bill analyses, or presentations. Experience analyzing data, identifying root causes of issues, and recommending short- and long-term solutions to key stakeholders and leadership.
