MHALA is among the largest and most comprehensive nonprofit mental health agencies in Los Angeles County. The agency supports over 19,000 low-income and no-income individuals annually with integrated services. Program Manager
$70,000 - $72,000 annualized
(The actual compensation will be determined based on experience and other factors permitted by law.)
Summary : Under the general supervision of Director of Homeless and Outreach Services, oversees the daily operation of the Homeless Service Center (HSC) which provides access to basic services as well as information and referrals, short-term case management for individuals who are experiencing mental illness, substance use challenges, homelessness, and engaging in sex work, by utilizing motivational interviewing, harm reduction treatment modalities.
Essential Duties and Responsibilities : This is not an exhaustive task list, and other duties may be assigned as deemed appropriate or necessary by the supervisor or program director. - In collaboration with the Program Director, recruits, hires, trains, directs, evaluates, rewards, disciplines, and terminates assigned staff in accordance with organizational policy and applicable laws and regulations.
- Provides direct supervision and encourages professional growth for staff and interns.
- Develops, implements, administers, coordinates, and monitors the effective delivery and outcomes of all services in compliance with grants or contracts.
- Tracks, assesses, and documents how effectively programs under the span of control are meeting their objectives.
- Responsible for all day-to-day activities of the HSC.
- Assumes leadership or delegates leadership of the day-to-day operations of the team as needed.
- Conducts team meetings to discuss the status of each person, allocates the work of the staff, and conducts case consultations using interdisciplinary inter / intra-agency conferences and consultations to coordinate individual care; meets with the Director of Homeless and Outreach Services regularly.
- Provides timely information and feedback to the Program Director with regard to emergent staff, team, or member issues and works with executive management to provide intervention to redirect staff and / or programs when objectives are not being met.
- Acts as the point of contact throughout the day to address participants’ crisis and emergent needs.
- Shall have full authority to act for the contractor on all matters relating to the daily operation under the Statement of Work.
- Responsible for oversight, analysis, and monitoring of the program’s budget and billing goals that align with program funding streams and its target Fiscal Year goals, as well as overseeing and managing team budget and expenditures, making adequate and timely adjustments as needed.
- Custodian of petty cash for program staff, if applicable.
- Oversees and ensures the program’s monthly, quarterly, and yearly data reporting, and accurate and timely submission and documentation.
- Uses evidence-based practices to provide services that include : Critical Time Intervention, Motivational Interviewing, Housing First, and Harm Reduction
- Facilitates case management which includes assisting individuals with referrals and confirming attainment of the referrals to one or more of the following based on the person’s need / desire : community mental health services, substance abuse / use treatment, primary health services, income assistance / benefits establishment, supported employment and education; provide transportation, medication support, crisis intervention, life skills training, substance abuse treatment.
- Advocates for social justice and systems change at a macro level when opportunities are available.
- Provides individual and community-based presentations regarding Harm Reduction programs.
- Ensures Harm Reduction services are culturally and linguistically respectful of and responsive to the individual’s needs based on their cultural identity.
- Provides individual and group coaching, counseling, mentoring instruction, training feedback, and positive reinforcement for members in areas such as money management, grooming and hygiene, public transportation, and other independent living skills.
- Reads, performs research, attends classes, workshops, or seminars, and participates in other professional development activities in order to maintain and enhance personal and professional skills.
- Participates in team, administrative, community, and funding meetings.
- Leads or delegates leadership of the day-to-day operations of the team as needed.
- Participates as an active member of the site management team, quality improvement, safety committee, or designates other leadership team as needed or assigned.
- Participates actively in site training efforts.
- Supports staff in designing and implementing activities that link members and other clients to work activities that meet member / client goals and needs.
