Summary

This position is based out of the VA San Diego Health Care System (VASDHCS) and is organizationally aligned under Nursing and Patient Care Services. The Supervisor Medical Administration Officer directly reports to the Associate Nurse Executive, Nursing Operations, and functions as the Medical Administrative Officer for the Ward Administration within Nursing Service Section.

Duties

Help

The duties include but are not limited to:

  • Analyzes review and determine implementation procedures regarding new directives or procedural changes in order to assess the scope, and global impact of system operations on a macro and micro level and overall VHA mission.
  • Ensures subordinate leads and other personnel concerned are abreast of all changes and plans as well as conduce training or orientation sessions for the expeditious implementation on new directives.
  • Maintains a collaborative working relationship with the Associate Nurse Executive, Nursing Operations, formulating service plans, policies and short and long term goals.
  • Represents ward administration at facility and service-level meetings, process action teams, and interdepartmental meetings to address system wide inpatient/outpatient administration issues, special conferences, etc.
  • Responsible for all administrative aspects of admissions, transfers, discharges, privacy, confidentiality, information and security, customer service, transportation, Advance Directives, Procedure Consents, Blood Product Consents, Restraint and Legal documentation

    collection and scanning, appointment scheduling, training and safety programs.
  • Provides subject matter expertise in legal and technical aspects of Ward Administration Programs.
  • Provides facility leadership with technical counsel necessary to meet procedural, legal and administrative requirements related to the care and treatment of patients in any of the diverse inpatient and outpatient clinical settings.
  • Identifies, orients and assists new clinical providers and resident staff in VA policies and procedures aligned to and supporting patient care.
  • Serves as a patient advocate responsible for the efficient and humane movements of patients through the inpatient stay, resolves veterans issues and/ or directs veterans to individual services that have the ability to solve the matter.
Performs other related duties as assigned.

Work Schedule: Monday through Friday, from 7:00am to 3:30pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  1. Professional experience in program administration, supervision of staff, and performance improvement.
  2. Knowledge, skills, and abilities to gain the trust and respect of a highly diverse staff of leadership, peers and subordinates in order to achieve the mission of honoring and serving Veterans through excellence in healthcare.
  3. Skills in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements.
  4. Analytical ability to find viable solutions to complex problems utilizing data, logic and/or research methodology, and provide senior leaders with viable make/buy options to address complex cost/benefits options.
  5. Ability to translate management goals and objectives into well-coordinated and controlled work operations.


OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have either:
  1. Ph.D. or equivalent doctoral degree, OR
  2. 3 full years of progressively higher-level graduate education leading to such a degree, OR
  3. A related LL.M.


OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the GS-9 grade level (beyond one full year of graduate level education) and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
Preferred Experience:
  • Managing operations in a healthcare setting, including oversight of policies, procedures, and regulatory compliance.
  • Understanding of nursing workflows, staffing, and patient care coordination.
  • Supervisory experience, including recruitment, onboarding, and performance management of staff.
  • Budget planning and allocation to ensure resources align with patient care needs.
  • Oversight of systems ensuring timely and efficient patient admissions, discharges, and transfers.
  • Involvement in quality assurance and performance improvement initiatives.
  • Managing healthcare operations during emergencies or critical incidents.
  • Strong communication skills to liaise between nursing staff, leadership, and other departments.
  • Knowledge of healthcare IT systems such as electronic health records (EHRs) and staffing software.

You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
