ENGINEERING MANAGER – PRECONSTRUCTION (HEAVY HIGHWAY)

Delta Construction Partners is a national executive search firm for the nation's premier electrical and general contractors and industry professionals. Delta has been retained by a confidential client to conduct a search for an Engineering Manager in Florida.

Engineering Manager Duties & Responsibilities :

  • Provide daily management and supervision for successful completion of the preconstruction phase of heavy highway construction projects
  • Represent the prime contractor through the design / build process with unique understanding and perspective of what engineers and FDOT are trying to accomplish
  • Guide the design / build process in the best interest of all three parties : contractor, engineer, and FDOT
  • Lead preconstruction strategy meetings on project approach and estimating methodology
  • Manage large, complex alternative delivery projects including design / build, progressive design-build, CM / GC, negotiated GMP, and CM at Risk
  • Prepare detailed estimates at all project phases (conceptual, schematic, design development, construction documents)
  • Assemble comprehensive estimates including general conditions, special conditions, insurance, and bonds
  • Prepare and analyze cost models during design development and bidding periods
  • Monitor design progress for compliance with cost, schedule, and quality criteria
  • Coordinate all constructability, value engineering, and cost control activities with operations team
  • Coordinate resolution of constructability issues and pricing of alternative design concepts during design
  • Coordinate and ensure preliminary construction schedules are developed for each estimate
  • Provide monthly cost analysis for all active preconstruction assignments
  • Review subcontracts and major purchase orders for compliance with documents and estimate
  • Coordinate assembly of preconstruction materials for owner presentations (GMP booklets, estimates, etc.)
  • Organize and lead transition meetings between operations and preconstruction teams
  • Participate in bid evaluations and assist operations in developing project production budgets
  • Participate in pre-bid and pre-award meetings with project managers and design personnel
  • Coordinate and supervise subordinate preconstruction staff members
  • Maintain liaison with client, FDOT, and architect / engineer contacts to facilitate successful preconstruction process
  • Identify new work opportunities and inform business development of potential projects
  • Visit ongoing projects to verify estimate accuracy versus actual project status
  • Other duties and projects as assigned
  • Engineering Manager Qualifications :

  • Bachelor's degree in Construction Management, Engineering, or equivalent field required
  • Florida Professional Engineer (PE) license required
  • Minimum 7-10 years of preconstruction and estimating experience in heavy highway construction
  • Proven experience managing large, complex projects
  • Strong experience with alternative delivery methods (design / build, CM at Risk, GMP)
  • Deep understanding of FDOT processes, requirements, and standards
  • Ability to balance and represent the interests of contractor, engineer, and FDOT throughout the design / build process
  • Proficiency in MS Office Suite, CADD, and CPM scheduling software
  • Experience with construction estimating software and cost modeling tools
  • Strong knowledge of heavy highway construction methods, materials, costs, and wage rates
  • Strong leadership and team management abilities
  • Exceptional written and oral communication skills
  • Ability to read and interpret construction drawings, specifications, and contract documents
  • Strong organizational skills with ability to manage multiple projects simultaneously
  • Valid driver's license with acceptable driving record
  • Ability to pass pre-employment drug screening and background check
  • Willingness to travel to project sites and client meetings as needed
  • Must be authorized to work in the U.S.
  • Preferred but Not Necessary :

  • Master's degree in Construction Management or Engineering
  • LEED AP or other professional certifications
  • Experience with construction management software platforms
  • Prior experience working directly with FDOT on design / build projects
