Organization

The mission of Ravenswood Family Health Network (RFHN) is to improve the health of the community by providing culturally sensitive, integrated primary and preventative health care to all, regardless of ability to pay or immigration status, and collaborating with community partners to address the social determinants of health.

Position Summary

This position has overall responsibility for several critical human resources functions, including recruiting, wage compensation, benefits, workers' compensation, employee relations, training, diversity, employee engagement, and employee records. Facilitates and communicates organizational policies and programs and ensures labor law and regulatory compliance. Provides internal support and partnership to deliver required human resources. Maintains vendor relationships that provide supplemental HR processes and services. Works on projects/matters of limited complexity in a support role.

This position has overall responsibility for a wide range of Human Resources Generalist I administrative duties, including training, health and safety, compliance with local policies and procedures, workers' compensation, wage compensation, and recruitment. The incumbent will spend 50% of their time sourcing and recruiting for candidates. Additionally, the HR Generalist I interfaces with all levels of employees, including providers, volunteers, students, and Senior Management.

Duties and Responsibilities

To be performed in accordance with RFHN Policies and Procedures

  1. Provides administrative support for all phases of work force planning and employee movement, including new hires, transfers, and terminations.
  2. Responsible for posting job requisitions and updating job descriptions as needed.
  3. Facilitates the hiring of qualified job applicants for open positions:
    1. Collaborates with departmental managers to understand skills and competencies required for openings.
    2. Sources potential candidates for the recruiting process; attends job fairs.
    3. Conducts initial phone interviews with applicants to assess their basic qualifications and suitability for a role. Based on that evaluation, recommends which applicants should move forward to the in-person interview.
    4. Attends in-person interviews with hiring manager.
    5. Conducts or acquires reference checks and employee eligibility verifications such as certifications or licenses as required for candidates selected by hiring managers.
    6. Tracks and documents status of the recruiting process in the Paycom system; ensures electronic records are current.
    7. Prepares offer letters, sends welcome emails, runs background checks, submits physical exam referrals, collects immunization records and credentialing documents to complete the pre-employment screening process.
  4. Schedules and conducts new hire orientations weekly and monthly as needed, in rotation with other HR staff; assists the HR Director or Manager with updating the new hire orientation power point and paperwork as needed when there are changes in RFHN policies or state or federal labor laws.
  5. Handles all administrative tasks for onboarding, including conducting E-Verify and processing I-9 forms for new employees, creating new employee files, credentialing files, data entry in the human resources information system (HRIS), and auditing records for accuracy and compliance.
  6. Conducts offboarding, including requesting final check from payroll, preparing offboarding paperwork, sending COBRA paperwork, and sending 403B termination notices.
  7. Assists with managing the HR email box by responding and researching internal and external requests and questions regarding verification of employment, personnel policies, employee benefits, and other inquiries.
  8. Responsible for creating new badges for new hires and employees as needed; orders red badges for employees.
  9. Assists with tracking the compliance of employee TB screening annually.
  10. Assists with handling employee injuries, including injury paperwork and submitting claims to the workers' compensation insurance carrier.
  11. Manages electronic filing and updates HR databases as needed and when appropriate.
    1. Regularly maintains recruitment updates in HR databases.
  12. Creates, updates, and maintains employee files, processes various forms and requests, prepares reports and provides information to employees regarding established HR programs, policies and procedures.
  13. Works closely with the Payroll department to ensure timely Personnel Action Forms are processed for bi-weekly payroll processing.
  14. Assists in benefit communications by answering employee questions and directing employees to the appropriate sources.
  15. Acts as administration support in all areas of HR including benefit enrollment, change requests for health, vision and dental insurance, and responds to employee's questions related to benefits, retirement plans, COBRA continuation, workers' compensation, and unemployment.
  16. Researches compliance with regulatory agency requirements and provides input to HR Director and HR Manager.
  17. Ensures human resources policies, procedures and programs are being met, and makes recommendations for improvement when needed.
  18. Performs periodic audits of HR programs to ensure accuracy and integrity of data.
  19. Participates on special projects as requested by HR Director and HR Manager.
  20. Identifies and leads continuous improvement projects.
  21. Demonstrates a high level of professionalism in dealing with confidential and sensitive issues.

Qualifications

Qualifications

  • One to two years of HR administrative experience or related experience required.
  • Experience working in a healthcare setting, preferably within a community health center preferred.
  • Knowledge of employment law and regulations, recruitment techniques and tools required.
  • Excellent verbal and written communication skills.
  • Proficient in Microsoft Office including Excel, PowerPoint and Word.
  • Experience using PayCom or other HRIS system highly desirable.
  • Versatility, flexibility, and a willingness to adapt to constantly changing priorities with enthusiasm.
  • Ability to handle multiple projects and meet deadlines.
  • Ability to make recommendations on job hires and reference check information.
  • Strong interpersonal skills.
  • Ability to understand and follow written and verbal instructions.
  • Ability to deal effectively with a diversity of individuals at all organizational levels.

  • Up to date with COVID-19 vaccines per current CDC guidelines strongly recommended.

The salary range for this position is $85,000 to $90,000 annually. However, the final base salary will be determined upon a number of individualized factors such as (but not limited to) the scope and responsibilities of the position, job-related knowledge, skills, experience, education and certification levels, and departmental budget. We also consider internal equity with our current employees when making final offers.
