About the Opportunity:

The City of Salem seeks a customer-focused Jr. Human Resources (HR) Business Partner to fill a Limited Duration position (LD). The assignment is anticipated to last twelve (12) months from the date of hire. This recruitment will also be used to establish a pool of qualified candidates that may be considered for selection of additional (LD) vacancies of the same position type over the next six (6) months.

What you will do:

The Human Resources Division, operating within the Enterprise Services Department, plays a vital role across multiple facets of the City's operations. Our responsibilities encompass Benefits Administration, Employee and Labor Relations, Compensation, Classification Reviews, Performance Management, Recruitment, and Selection. Additionally, we provide support to six collective bargaining units within the City.

The Jr. Human Resources Business Partner provides a wide range of human resources consultative and technical assistance to all City departments and employees. Employees in this classification are responsible for administering assigned element(s) of the City's human resources program including, recruitment and selection of employees, development and maintenance of the classification and compensation system, performance management, design and analysis of salary surveys, organizational development analysis, training, employee relations, and labor relations.

The Jr. Human Resources Business Partner, is filled under the Management Analyst II classification and is distinguished from the Sr. Human Resources Business Partner by the nature and complexity of the work assignments, as well as the cumulative volume of employees each support. The work performed by the Sr. HR Business partner performed can be more complex and challenging in terms of scope and impact than the Jr. position.

Key Responsibilities Include:

  • Coach, advise and support leaders and employees on a wide range of HR issues including employee relations, performance management and optimization, compensation, talent planning, ADA accommodations and protected leaves, organizational structure and design, policy development and implementation and application of employment law.
  • Thoughtfully address employee concerns, partnering closely with Legal, the union and managers where needed.
  • Partner with department leaders to understand business objectives and provide strategic HR support.
  • Manage the accommodation process for employees and managers.
  • You will be a strategic partner and operations consultant to managers while facilitating resolutions and responding to emergencies when necessary.
  • Serve as the primary point of contact supporting leaders and managers with organizational design, succession planning, talent development, employee engagement, and change management.
  • Advise and coach managers on employee relations issues, performance management, and workforce planning.
  • Conduct and lead investigations by gathering and analyzing facts and come to effective resolutions of workplace concerns.
  • Design and deliver HR trainings on a wide variety of relevant topics.
  • Assists in creating a positive and supportive work environment, building a culture of teamwork and communication, creating a workplace that promotes the organizational values.

  • Experience developing, implementing, and monitoring changes and revisions to policies and procedures.
  • Demonstrated experience reviewing policies, processes and activities for adherence and compliance to organizational policy as well as federal and state laws and guidelines.
  • Experience coordinating, conducting and preparing results of administrative or management studies and reports that generate significant impact upon the organization.
  • Ability to evaluate employee performance; bridge communications between management/ employees and our union partners.
  • Demonstrated experience administering disciplinary actions.

  • Our team follows a hybrid work structure where employees will work onsite, with the ability to work remote 1-2 days per week, and manager approval. What are the minimum qualifications?

  • Must pass the pre-employment background check.
  • Candidates may be required to have an Oregon Driver license and meet the City of Salem's driving standards, depending on classification.
  • Bachelor's degree from an accredited college or university in public administration, business administration, or a related field, and five years of experience in a human resources professional capacity, or any combination of experience and training that demonstrate possession of the knowledge, skill and abilities as listed, and ability to perform the essential job functions.

Preferences:
