Serves as supervisor of the Mail Unit; managing the postal program and providing oversight of the security and control of all unclassified vouchers and documents.
Interprets policy and establishes procedures to ensure the safeguarding of all mail and related equipment and provide an efficient and effective mail operations.
Serves as the Center postal expert on all postal matters. Provides guidance and direction as necessary.
Maintains daily meter printouts to identify need for addition postage and notifies appropriate personnel.
Prepares and delivers requests for refunds of spoiled postage.
Monitors DFAS accounts for USPS, expedited, and small parcel shippers to ensure sufficient funds. Researches past due notices, investigates abnormal charges and report findings to appropriate personnel.
Provides liaison services with the U.S. Postal Service and Courier Services.
Participates in the development and maintenance of contingency plans for mail operations as well as providing a Center mail recovery plan.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as : utilizing established policy and procedures in order to ensure the safeguarding of mail and related equipment and provide efficient and effective mail operations in a large-scale organization. Time-in-Grade : Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-07 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
GS-9 Substitution of Education for Experience : Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
Moving expenses will not be paid.
Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need.

As a condition of employment, you may be required to serve a 1 year probationary period during which we'll evaluate whether your continued employment advances the public interest.
