The Department of Military and Veterans Affairs (DMVA), Division of Administrative Services (DAS), is recruiting for a Training Specialist 2!
This position is in the General Government (GGU) bargaining unit at a range 18.

What You Will Be Doing: As Training Specialist 2, you will play a critical role in developing workforce capability across the department. You will independently assess training needs, identify skill gaps, and design targeted learning solutions that translate state and department policies into clear, practical guidance across areas such as budgeting, procurement, grants, and personnel processes. In collaboration with leadership and subject matter experts, you will develop curricula, job aids, and training resources that promote consistency and compliance.
In this role, you will deliver training through a variety of methods, including in-person, virtual, and e-learning formats, adapting content to meet the needs of diverse audiences. You will also provide coaching, mentorship, and consultative support to help staff apply what they've learned and strengthen overall performance.
Additionally, you will manage and continuously improve training programs by coordinating logistics, maintaining training records and resources, and evaluating effectiveness. By applying instructional design and adult learning principles, you will ensure training remains relevant, accessible, and aligned with departmental goals.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.
State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the State's control.
Special Note : In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). Minimum Qualifications
Any combination of education and/or experience that provides the applicant with competencies in:
- Communications and Media: Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.
- Education and Training: Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods.
- Employee Development: Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives.
- Interpersonal Skills: Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations; is sensitive to cultural diversity, race, gender, disabilities, and other individual differences.

Other Requirements of the position: Adherence to special security guidelines, protocol, etc. for Joint Base Elmendorf-Richardson needs to be followed. Civilian workers support the administrative functions of the department which includes the National Guard and requires confidentiality and the ability to work in a combined civilian and military work environment.
