Job Title : Program Impact Analyst

Position Summary : The Program Impact Analyst champions the quality, compliance, and measurable impact of all Youth Action Project (YAP) programs. Reporting to the COO, this role translates strategic priorities into high-performing initiatives, supervises frontline program leaders, drives continuous improvement, and stewards the data needed to prove and continually improve program results.

Key Responsibilities & Scope :

  • Strategic Program Alignment : Translate the organizational strategic plan into annual program targets, KPIs, and budgets; ensure every academic, workforce-development, and leadership initiative advances YAP’s mission within a unified impact framework.
  • Quality & Compliance Oversight : Enforce 100% adherence to related MOUs, grant conditions, and regulatory requirements by directing internal audits, coordinating monitoring visits, and promptly resolving findings.
  • Impact Measurement & Reporting : Leverage existing logic models, dashboards, and data systems to capture timely, accurate results; generate concise insights for funders, the Board, and senior leadership, and flag variances that require action.
  • Performance & Continuous Improvement : Lead quarterly program reviews to analyze outcomes, surface bottlenecks, and implement refinements; update SOPs and guidance documents so best practices are consistently scaled across sites.
  • Team Leadership & Development : Supervise the Quality Assurance Coach and Workforce Development Coordinator; set clear goals, facilitate weekly huddles, provide coaching feedback, and support professional-growth plans.
  • Cross-Functional Coordination : Collaborate with Finance, Workforce Pathways, Marketing, and the Program Advisory Committee to align resources, messaging, and employer-informed pathways; maintain open channels that keep programs synchronized.
  • Stakeholder Engagement : Coordinate with the ED, COO, and other designated relationship owners to brief them for key meetings; prepare performance updates and talking points, join conversations when delegated, and manage follow-up actions with school districts, employer, and community partners, funders, and evaluation consultants to expand participant opportunities.
  • Budget & Resource Stewardship : Monitor program budgets with the CFO, track spending against impact, and recommend reallocations to maximize outcome-per-dollar; prepare financial narratives for grant and Board reporting.

Supervisory Responsibilities :

  • Quality Assurance Coach : School-based compliance & expanded learning / academic program quality & Site Coordinator supervision.
  • Workforce Development Coordinator : Workforce development delivery & Case-Manager supervision
  • Through these two roles, the Analyst indirectly oversees Site Coordinators and Case Managers.
  • Qualifications :

  • Required Education & Certifications : A Bachelor’s degree in education, public administration, workforce development, or a closely related field is strongly preferred and may substitute for some experience; candidates without a degree must demonstrate commensurate depth in program operations and data-driven management.
  • Required Experience : 3 + years leading multi-site youth‐development or workforce programs, combining hands-on staff supervision, budget and compliance oversight, and robust data-collection and impact-reporting experience that drives continuous performance improvement.
  • Preferred Qualifications : Master’s degree in a related field; expertise with Department of Labor or K-12 partnerships; experience designing data dashboards; bilingual Spanish / English.

    Work Schedule & Travel :

  • Standard hours are Monday to Friday, 8 : 00 a.m.–5 : 00 p.m. with a one-hour lunch.
  • Primary worksite : San Bernardino HQ office.
  • Occasional evening or weekend events (job fairs, graduations), usually scheduled in advance. Field travel up to ~ 33% regional travel for site monitoring and partners meetings; mileage is reimbursed under YAP policy.
  • Driving / Vehicle Requirements :

  • Access to reliable transportation when local travel is required.
  • When operating any vehicle (personal, rental, rideshare, or loaned) for YAP business, a valid California driver's license and current auto liability insurance must be maintained.
  • Background-Check / Clearance Requirements :

  • Live Scan DOJ / FBI fingerprint clearance completed before start date.
  • Negative TB screening (renewed every four years).
  • Employment reference and education verification.
  • Satisfactory driving record on file—pull-notice enrollment required if you will operate any vehicle (personal, rental, or loaned) on YAP business.
  • Safety / Risk-Management Statement :

  • Youth-protection, PPE, or field-safety notes.
  • Safeguards participant and partner data by rigorously applying YAP privacy and secure-file protocols.
  • Observes all site-specific safety requirements during program, school, or employer visits.
  • Completes mandatory compliance training (privacy, harassment, and workplace violence prevention, emergency readiness) and participates in scheduled safety drills.
  • Performance Metrics / Success Indicators : KPIs tied to dashboards (e.g., % goals on time, budget variance).

  • Staff Development & Performance : ≥ 90 % of direct reports meet quarterly goals and complete agreed development activities, with timely coaching touch-points documented each cycle.
  • Outcome Attainment : Achieve ≥ 90 % of annual targets (credentials earned, quality placements, 12-month retention).
  • Audit & Compliance : Zero major findings in all internal or external reviews; any corrective actions closed within 30 days.
  • Continuous Improvement : Implement ≥ 1 validated process or SOP enhancements per quarter, verified in the next review cycle.
  • Data Quality & Reporting : 100 % of dashboards and funder reports submitted on schedule with no material errors.
  • Stakeholder Satisfaction : Maintain an average ≥ 4.2 / 5 rating from partner schools, funders, and employers in semi-annual feedback surveys.
  • Program Delivery Timeliness : Ensure ≥ 95 % of scheduled program sessions, workshops, and employer engagements occur as planned each quarter, with any rescheduling completed and communicated and approved in advance.
  • Work Environment & Physical Demands :

  • Based primarily at YAP’s San Bernardino HQ office with standard computer, phone, and video-conference technology.
  • Spends extended time on screens; practices proper ergonomics and takes posture / stretch breaks.
  • Makes regular trips to partner workplaces or training sites, which involve moderate walking, standing, and occasional off-site meetings.
  • Periodically lifts or moves program supplies and audit materials (≈ 25 lbs).
  • Adheres to all YAP safety, data-security, and confidentiality protocols in office and field settings.
