Hansell Tierney is seeking a Project Controls Specialist to provide oversight and guidance to project teams to support effective planning, cost control, risk management, change management, and execution of engineering and construction activities. This role will help establish and mature the project controls framework for a growing project office, supporting Project Managers in implementing standardized tools, processes, and reporting for schedule, cost, and performance metrics.
In addition to core project controls responsibilities, this position serves as a secondary scheduling resource, providing expert backup support to the Master Scheduler and helping ensure schedule quality remains a priority. This position requires up to 50% onsite support at project locations in Everett, WA or Bellevue, WA.
Location: Remote with up to 50% onsite support in Everett, WA or Bellevue, WA
Length of Assignment: 12 months
Compensation Range: $69.00 - $115.00 per hour

Responsibilities:

Partner with Project Managers to implement standardized project controls processes across scheduling, cost tracking, risk management, and change control

Support the stand-up of a new project office, including selection and configuration of tools, reporting standards, and governance practices

Establish and maintain key performance indicators to monitor schedule, cost, and productivity across multiple workstreams
-
Develop and refine reporting templates and dashboards for management and executive visibility using Excel, Power BI, or similar tools
-
Provide guidance in developing and maintaining comprehensive project schedules using critical path method scheduling principles
-
Review and validate project schedules for logic, sequencing, and integration across all project phases
-
Support the Master Scheduler in resolving conflicts, identifying schedule impacts, and performing recovery analysis
-
Facilitate integrated scheduling across engineering, procurement, construction, and validation activities
-
Track and report project cost performance against budgets and forecasts, identifying variances and recommending corrective actions

Apply earned value management principles where appropriate

Assist in development of project budgets, forecasts, and cash flow projections in partnership with finance and project teams

Support project risk identification, tracking, and mitigation planning
-
Monitor and manage project change requests, including assessment of schedule and cost impacts
-
Maintain change logs and provide impact assessments to support decision-making
-
Prepare and deliver consolidated project controls reports that integrate schedule, cost, risk, and performance data

Conduct scenario analysis to evaluate potential project impacts and recommend strategies

Participate in lessons learned activities to improve future planning and execution

Provide mentorship and training to project team members on project controls best practices
Qualifications:
-
Bachelor’s degree in engineering, construction management, business, or a related field
-
10+ years of experience in project controls, including scheduling, cost, risk, and change management within EPC or similar project environments

Strong scheduling expertise, including critical path method scheduling and Primavera P6
-
Proven experience in cost control, earned value management, and budget forecasting

Familiarity with project risk management and change management processes

Excellent analytical, problem-solving, and communication skills
-
Experience helping stand up or mature project controls functions in a complex project environment

Knowledge of large industrial, regulated, or infrastructure-heavy project environments preferred
-
Background in engineering planning or construction management with a focus on engineering and construction planning and scheduling guidance

Knowledge of generating station systems, heavy industrial facilities, or large-scale infrastructure project fundamentals preferred
-
Advanced proficiency in Microsoft Office applications, including Excel, Word, and PowerPoint
