Rutgers, The State University of New Jersey, is seeking a Public Health Representative III for the department of Emergency Medicine at the New Jersey Medical School.
Under supervision, participates in the administration and implementation of public health programs and performs both office and field work related to health screening, diagnostic, and linkage-to-care services. Assists in identifying community health needs and supporting program activities that promote disease prevention and control, with a focus on HIV, Hepatitis B, and Hepatitis C. Coordinates with healthcare providers, community organizations, and public health agencies to support patient follow-up, reporting, and access to care; performs related duties as required.
Among the key duties of this position are the following:
- Assists supervisory personnel in administering public health program activities by identifying community health needs and supporting the development of appropriate interventions, including disease prevention, screening, and linkage-to-care services.
- Does the office and/or field work required to promote the objectives for HIV/ Hepatitis B, and Hepatitis C screening and linkage to care.
- Works with municipal, county, and local health authorities, as well as healthcare providers and community-based organizations, to coordinate program activities involving patients, healthcare personnel, and government officials.
- Assists in conducting public health surveys, screenings, and testing activities (e.g., HIV, Hepatitis B and C), including collection of specimens, data gathering, and follow-up activities; compiles and maintains data for program evaluation and reporting.
- Confers the physicians, patients, disease contacts, social workers, and local government officials and their representatives in preparing case histories, reports, and other data supporting diagnostic or reported vital statistics information, and ensure completeness and accuracy of reporting.

- Bachelor’s Degree in a relevant field plus one (1) year community based social service experience required.
- Equivalent experience, education and/or training may be substituted for the degree requirement.

- Excellent listening, communication, and organization skills.

Preferred Qualifications
- Bilingual (English/Spanish) preferred.
- Experience working directly with patients is preferred.
- Familiarity with the local community and social service community resources are preferred. Phlebotomy certification is preferred.
Equipment Utilized Physical Demands and Work Environment
- Physical Demands: Ability to walk to various areas of the hospital and navigate a large volume of patients. Ability to travel from site-to-site as needed. Never pulling/pushing, lifting, and carrying over 50 pounds.
- Work Environment: Position requires flexible work hours to accommodate patient needs. Candidate is required to be on site during assigned hours. These hours can include evenings and weekends.
