The Public Works/Public Utilities Manager is responsible for planning, organizing, and managing the activities of Public Works or Public Utilities. Reporting to the Director or Assistant Director, the Public Works Manager coordinates assigned activities with other divisions, departments, and outside agencies. The incumbent exercises independent judgment relating to the performance, coordination, and evaluation of staff, and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs. One position currently exists in the Public Works Department Street Maintenance Division. Reporting to the Assistant Director of Public Works, the incumbent will be responsible for the administration and oversight of the Street Maintenance Division, which is responsible for the maintenance of over 1840 centerline miles of roads within the City of Fresno. This division includes a staff of 140 employees, and includes sections such as self-performed paving, self-performed concrete repair, signing and striping, bridge maintenance, street sweeping, traffic signal and street light maintenance, and a host of other street maintenance programs. This position requires a results-oriented, self-starting leader who is highly organized, responsive and able to effectively lead a represented workforce in a fast-paced environment. The incumbent will be responsible for budgeting, including forecasting, developing cost estimates, verifying funding eligibility, and project cost control. The incumbent needs to be knowledgeable in construction standards and specifications, an expert in street infrastructure means and methods, familiar with contracts, agreements, bargaining unit MOU's, experienced with safety standards and protocol. The incumbent will visit work sites to monitor progress and quality of work performed, provide direction, and assist in resolving problems encountered in the field, as well as evaluate pavement conditions, provide recommendations on project scope and infrastructure best management practices. This position is responsible for crews that work after hours and 24/7 emergency response functions.
