Parks Director

Salary: $9,555.85 per month

Job Summary:

Oversees capital improvement planning, park infrastructure development, and construction projects including pathways, golf course facilities, and park amenities. This leadership position is responsible for planning, implementing, managing, and administering a system of public parks and facilities in alignment with the goals of the Parks & Recreation Department and the Meridian City Comprehensive and Strategic Plans. Ensures that resources are effectively utilized to support operations, maintenance, infrastructure, and development initiatives to provide services to the public. Maximizes the resources needed for ongoing operations, maintenance, infrastructure and development plans to deliver services to the public. Directly supervises Managers responsible for the department functions of Golf Course Agronomy, Forestry, Pathway Construction, and the Parks Maintenance Division, providing leadership and direction for these operational areas. Works closely with the department director, elected officials, appointed committee members, commissions and citizens to meet community park, golf and recreation needs. Work also involves considerable coordination with the Recreation Program Division of the department and other city departments. This position exercises complex technical decision making and problem solving with considerable independence within the framework of established policies, procedures and guidelines. Work is performed under the direction of the Parks & Recreation Director.

  • Directs and oversees the planning, development and construction of new parks;
  • Act as Parks Director in their absence;
  • Act as project manager for new parks;
  • Act as project manager for capital improvements in Parks, facilities and Lakeview Golf Course.
  • Act as project manager for capital replacements and special projects;
  • Develop and maintain water rights for park properties and new property acquisitions;
  • Negotiate with owners to acquire property easements, right of way and ownership of land needed for park and pathway development;
  • Direct, coordinate and monitor the development of each Division's annual business plan and operating/capital budgets. Make necessary adjustments and approve the final versions for submission to senior management.
  • Works with the Legal department on new partnership agreements;
  • Plans, manages, coordinates, supervises, evaluates and implements short and long-term work plans for the daily operation of golf course agronomy, parks, open space and facilities to meet the needs of the public;
  • Directs the design and development of pathways projects;
  • Directs projects regarding horticulture, golf course agronomy, arboriculture, sports fields, development and maintenance, rights of way, pathways, event and reservation management, and park infrastructure. Visits, inspects and evaluates park development, operations, and maintenance activities to ensure public safety issues and departmental liability concerns are addressed proactively;
  • Guides, develops, and implements department policies and procedures. Develops, implements, and supervises best management practices for department;
  • Oversees specialized agronomy operations of the golf course, turf, landscaping, irrigation and facilities.
  • Directs, reviews, and evaluates the programming, scheduling, staff and equipment necessary for agronomy operations at Lakeview Golf Course.
  • Performs public speaking, education, and presentations to a variety of organizations including the Parks and Recreation Commission, Mayor and City Council and the public. Participates with committees such as Streetscape and Community Character, SWAC, MAC, Emergency Management Operations and Meridian Development Corp;
  • Develops and implements over sight procedures of the division's operating, personnel, equipment, major repair, maintenance, and capital improvement budgets;
  • Develops grant applications for funding from CDBG, SWAC and other supporting entities;
  • Reviews job performance through quarterly reviews and conducts yearly performance evaluations of the Golf Course Superintendent, Pathways Project Manager, City Arborist and the Parks Maintenance Manager;
  • Lead customer conflict resolution within the department, together with the Recreation Superintendent;
  • Develops and implements safety standards for assigned divisions, and keeps safety related records; ensures that all Parks staff members receive a regular safety training program;
  • Manages, coordinates, and develops partnerships with citizens, public and private organizations and local, state and federal agencies for park development, environmental coordination, educational objectives and best management practices;
  • Develops and monitors parks maintenance and golf course maintenance budget and recommends annual expenditures;
  • Develops long-range maintenance plans and short-range goals and objectives; prepares cost estimates for new park areas and facilities and redevelopment of existing areas and facilities;
  • Develops maintenance plans, procedures, and schedules for the effective day-to-day operation of the divisions; schedules, assigns and evaluates activities of subordinates; interviews and makes recommendations for hiring personnel; trains employees in the safe operation of equipment and maintenance tasks; approves park and golf course staff time-sheets;
  • Reviews and signs all park and golf course maintenance related invoices prior to processing for payment;
  • Monitors program accomplishments and approves the purchase and installation of equipment and supplies;
  • Conducts planning and management of contracted maintenance operations of City owned facilities, city street medians, interchanges and right of ways;
  • Maintains frequent contact with Recreation Division to ensure facilities are coordinated and maintained according to schedules;
  • Inspects work sites to determine if work is performed according to schedule and according to quality control standards and performs weekly inspections of park facilities;
  • Stays informed of equipment and other best practices relevant to the parks maintenance field;
  • Attends and provides support at monthly Parks and Recreation Commission meetings and weekly City Council meetings;
  • Provide regular updates to the Parks & Recreation Director;
  • Performs other tasks as assigned or needed.

Job Specifications:

  • Bachelor's degree in Parks and Recreation Management, Landscape Architecture, Construction Management, Business or Public Administration, or related field and 7+ years professional experience in a responsible managerial position, with a parks and recreation department; experience and skill supervising a large and diverse employee population; management of a municipal resource and capital budget; working with contractors and vendors on large construction and development projects, or an equivalent combination of education and/or experience;
  • Parks planning experience required;
  • Park construction management experience required.

Licensing & Certifications:

  • Possession of a valid State of Idaho driver's license and safe driving record is required (within 30 days after hire);
  • Any irrigation, landscape, or aquatics related licenses or certifications are a plus.
