Public Transportation Specialist II
TxDOT is seeking a professional to serve as a Public Transportation Specialist II. This position acts as a district or division liaison and coordinates compliance reviews to ensure adherence to applicable federal and state laws, regulations, policies, and procedures. The role provides technical assistance to internal and external stakeholders, develops and recommends program guidelines and procedures, and resolves audit exceptions while supporting effective administration of public transportation programs. Work location: The selected candidate's work location may be headquartered in Odessa, Lubbock, or San Angelo.
Minimum Salary: $60,000.00
Maximum Salary: $75,000.00

Position Description
Administers complex state and federal public transportation grant programs and projects. Performs program and project oversight activities to include complex applications, grant agreements, procurements, reimbursements, audits and administrative requirements to determine compliance with federal and state requirements, laws, regulations, policies, and procedures. Work requires contact with departmental managers, high-level executives, governmental officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives under direction from their supervisor but are handled at the occurrence.
Essential Duties:
- Coordinates and conducts reviews to ensure compliance with federal and state requirements, laws, regulations, policies, and procedures: authorizes approvals and develops recommendations or improvements.
- Provides technical assistance on program requirements to government agencies, transit providers, community organizations and the general public.
- Administers public transportation funds and related programs.
- Collaborates with program staff to provide technical assistance on program requirements to government agencies, transit providers, community organizations and the general public.
- Collaborates with program staff to conduct reviews to ensure compliance with federal and state requirements, laws, regulations, policies and procedures; assists in approvals and developing recommendations for improvements.
- Conducts project management oversight and compliance monitoring of grant sub recipients within assigned areas of the state.
- Verifies receipt and monitors sub recipients' procurements for compliance with contract ad policy standards.
- Conducts quarterly and annual compliance reviews.
- Monitors payments, procedures and/or projects including site visits to ensure compliance with state and federal regulations.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: Bachelor's Degree in public or business administration or an accounting related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications Experience: 5 years experience in contract/grant/funding administration, planning, budgeting and/or working with state and federal funding. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
