Job description

Operations Director

Are you an experienced leader who excels at organizational management, building trust and relationships, public policy, service delivery and optimizing processes for high-impact results? If so, the City of Green Bay is looking for you to lead our Operations Division as our next Operations Director.

In this role, you'll oversee a wide range of essential public works operations, including streets, sanitation, fleet and equipment maintenance, facility maintenance, and parking operations. From snow removal planning and roadway maintenance to solid waste, recycling, and capital equipment strategy, you'll be responsible for ensuring critical services are delivered efficiently, safely, and reliably to the community.

As a key member of the Public Works leadership team, you'll collaborate with internal stakeholders, labor representatives, elected officials, and the public. You'll help shape policies, respond to community needs, and guide the division toward continuous improvement and long-term sustainability.

Work Schedule: Monday - Friday, 7:30 a.m. - 4:30 p.m., plus additional hours as required. Alternative work schedule may be considered upon request. Starting Salary: $106,131 - $124,871/annually dependent upon qualifications. No residency requirement. Examples of Duties

  • Organizes, directs and maintains all projects and personnel of the Street, Sanitation, Fleet & Equipment Maintenance and Parking Sections of the Operations Division. This includes responsibility for roadway maintenance, snow removal, sign fabrication, traffic control, yard waste and bulk waste collection, compost facility operation, solid waste and recycling collection, capital equipment purchases, and maintenance of department equipment and buildings.
  • Oversees the Parking Division operations.
  • Supervises, guides and directs Operations division supervisory staff. Assists with the hiring process, tracking and developing training programs and recommending discipline. Promotes teamwork and a cohesive work group.
  • Management liaison to the DPW Labor Association and serves as first contact for any grievances. Communicates department policy and information with all DPW staff. Serves as the assistant to the Public Works Director with regard to staff relations and communications.
  • Reviews and recommends action related to safety incidents, accidents and equipment damages.
  • Prepares a draft of the annual operating and capital equipment budget for the Operations Division of the Department of Public Works. Monitors and tracks expenditures. Ensures purchases follow administrative and purchasing guidelines.
  • Analyzes, develops and maintains department procedures and policies related to the Operations Division. Updates existing policies and procedures, makes recommendations and assists in the development of new policies, programs and procedures to ensure the efficient operation of the Division.
  • Researches, analyzes, plans and implements new technology for the efficient and cost effective delivery of programs consistent with industry standards.
  • Implements and oversees asset management programs.
  • Participates in strategic planning efforts, develops division performance objectives, tracks key performance indicators.
  • Promotes programs to the public through outreach and communication; investigates and acts on complaints or requests from the public, council and others.
  • Recommends purchasing and specifications of necessary equipment. Estimates materials and supplies needed for division.
  • Develops the Operations Division safety program in collaboration with the City's safety coordinator. Monitors operations and facilities for safe work practices and conditions.
  • Attends meetings, prepares reports and studies, and presents on Operations Division or management topics.
  • Ensures compliance with regulatory requirements. Reviews and maintains applicable ordinances.
  • Performs other duties as assigned.

Minimum Qualifications Required

  • Bachelor's degree in Public Administration, Business Administration, Engineering, Engineering Technology or closely related field.
  • Five years progressively responsible experience in organizational management, organizational safety programs, construction management, public works or related operations and / or regulatory program compliance, with a minimum of 2-years in a supervisory capacity.
  • Valid driver's license and good driving record.

Knowledge, Skills & Abilities

  • Considerable knowledge of the common practices, principles and safety precautions involved in the operation of a Department of Public Works or similar operation.
  • Knowledge of related public works activities including roadway maintenance, snow removal, sign fabrication, traffic control, yard waste and bulk waste collection, compost facility operation, solid waste and recycling collection, capital equipment purchases, and maintenance of department equipment and buildings.
  • Considerable knowledge of general administrative and recordkeeping practices.
  • Considerable knowledge of the principles and practices of management.
  • Considerable skill in customer service, public and employee communications and relations.
  • Considerable knowledge of public works construction and maintenance methods, materials and equipment, federal state and local codes and ordinances related to public works and safety protocols.
  • Considerable skill in applying industry standards, administrative and management techniques and methods to practical operating problems; preparing clear, comprehensive communications, operational analyses and reports; considerable skill in scheduling and directing the work of supervisory personnel and work groups.
  • Considerable skill in estimating the materials, supplies and equipment as it relates to the Operations Division. Considerable knowledge of budgeting, purchasing and tracking of expenditures.
  • Ability to proficiently utilize a computer and the required software. Ability to follow oral and written instructions and to work independently. Ability to analyze and make sound, independent decisions.
  • Ability to communicate effectively both verbally and in writing. Ability to establish and maintain effective working relationships with staff, other agencies, the general public and City officials. Ability to work the required hours of the position.

PHYSICAL REQUIREMENTS Ability to perform the following activities: Lifting and carrying up to 10-20 pounds. Frequent standing and sitting. Ability to focus for long period of time on projects. Ability to reach, stoop and lift.
