Manager Terminal Compliance, Risk and Quality

The primary function is to own compliance, regulatory reporting, and product quality at Canal Terminal Company, and to identify and advise on the compliance and product risks present in terminal operations and in new business. The position maintains the terminal's permits, environmental programs, registrations, response plans, and regulatory reporting; leads environmental and quality incident investigations and corrective actions; owns the Product Quality Management program; and advises and reports on sustainability performance in conjunction with corporate.

In new business, the position evaluates the regulatory and product risk presented by each opportunity and provides a documented recommendation to proceed or decline. The position defines the risks to be mitigated and provides them to the project management function, which determines how they are addressed in system design and project cost. Risk management discipline is critical in the position. The ability to identify, characterize, prioritize, and mitigate risk is applied across every accountability described below, and much of the resulting work is project oriented and managed as such.

This is a site resident position in Channahon, IL. Success depends on being present in the terminal to respond and react as events occur, and the position is expected to be available to the operation on that basis. Its accountabilities further depend on sustained physical presence and detailed working knowledge of all storage and handling operations for 39 tanks, with inbound and outbound modes of barge, rail, and truck, as well as packaging into totes and drums, and laboratory operations.

The Manager of Terminal Compliance, Risk and Quality reports to the Vice President of Terminal Services and works closely with the Terminal Operations Manager, Laboratory Manager, Business Development Manager, Project Manager, and the safety function. Boundaries of the position: the safety function owns the terminal safety program, including occupational exposure. The project management function owns the design, scoping, and cost of projects arising from identified risk, and asset engineering and integrity work. This position owns compliance, regulatory reporting, product quality, and the identification and evaluation of compliance and product risk, and it advises the safety, project, and operations functions within their areas. The position is dedicated to Canal Terminal Company. Enterprise risk management, enterprise compliance program development, and the corporate regulatory interface reside with Canal Barge corporate functions, and this position coordinates with those functions and adopts enterprise standards. Accountability for the terminal specific permits, registrations, response plans, programs, and reporting described in this document rests with this position and is exercised on site. This position verifies and closes corrective actions, and reports closure, status, and overdue or recurring actions to the Vice President of Terminal Services.

Bachelor's degree in engineering, chemistry, environmental science, or a related technical discipline. Minimum of seven years of experience in bulk liquid terminal, chemical plant, refinery, or comparable operations, including at least three years in a regulatory compliance or risk management capacity. Demonstrated risk management background, including formal risk assessment methodology, risk ranking, and evaluation of regulatory and product risk in new business. This is the central requirement of the position. Working command of environmental and transportation compliance, including RCRA generator requirements, air permitting and emission calculation, NPDES and stormwater, SPCC and facility response planning, EPCRA and Tier II, FIFRA establishment registration, MTSA facility security, and DOT and PHMSA requirements. Familiarity with CFRs 21, 29, 33, 40, 46, and 49 CFR. Demonstrated ownership of Agency reporting obligations, permit applications and renewals, and serving as a facility point of contact with regulatory agencies. Demonstrated ownership of an incident investigation and corrective action program, including formal root cause methodology and verification of corrective action effectiveness. Direct experience evaluating hazardous or reactive chemical products for acceptance, including chemical compatibility analysis, safety data sheet interpretation, and inhibitor and stabilizer chemistry. Knowledge of industrial quality management systems and certification programs, and a chemistry background sufficient to direct product quality and product risk decisions. Laboratory experience preferred. Familiarity with Responsible Care and SQF certification preferred. Experience managing regulatory and environmental consultants, including scope definition, technical direction, and cost oversight. Familiarity with sustainability reporting, including Scope 1 emissions accounting, preferred. Professional certification such as Certified Hazardous Materials Manager, Certified Safety Professional, or equivalent is preferred. Current 40 Hour HAZWOPER and hazardous waste training, valid driver's license, and ability to travel to the Canal Barge corporate office in New Orleans on at least a quarterly basis, with limited additional travel for industry meetings, training, and other company locations as required.

This position involves regular outdoor work in extreme heat and cold, including routine climbing of bulk storage tanks of up to one hundred stairs, reaching into rail cars and barges, and accessing sampling and inspection locations throughout the facility. The position must be capable of opening manways and placing and removing equipment weighing up to sixty pounds and carrying that equipment where a vehicle cannot travel. The work environment includes industrial and laboratory chemicals, wastewater samples, uneven surfaces, confined spaces, elevated areas, and moving decks.

Success in this position is a terminal that is rarely surprised by itself. Regulatory obligations are met on time and without reminder, and the records behind them withstand agency and customer review. Compliance and quality issues are identified, investigated properly, and corrected in a way that keeps them from returning. New business is evaluated early enough so that commercial decisions are made with a clear understanding of what handling the product will actually require, which allows CTC to say yes with confidence. Over time, the measure of this role is that fewer problems arrive unannounced, and the ones that do are met by someone who already knows where to look.
