Our client is looking for a Contract Administrator. The Contract Administrator performs duties including sourcing, subcontracts administration, and buyer/purchasing agent activities. This position supports the development of suppliers and the acquisition of products and services, and contributes to enhancing the success of projects by limiting the overall risks and liability associated with supplier negotiations and subcontract administration — including subcontract sourcing, pricing, evaluating, negotiating, and obtaining materials, equipment, and/or construction services.

Compensation: $63 - $80 per hour.

Summary: Perform sourcing, subcontracts administration, and buyer/purchasing agent activities. Support supplier development and the acquisition of products and services, including federal government contracting. Collaborate with the Supply Management team to limit risk and enable successful project delivery.
Key Responsibilities:
- Support increasingly complex procurement/subcontract management duties, including federal government contracting.
- Manage procurement activities with a focus on performance, change control, quality, cost, and schedule management.
- Work with Requestors to understand procurement requirements.
- Review statements of work and specifications to ensure the correct goods and services are procured.
- Select the appropriate Terms and Conditions for each procurement, and work with Legal to negotiate Supplier exceptions when required.
- Perform market research to identify potential suppliers.
- Prepare and manage pre-award activities such as Requests for Proposals (RFPs), Requests for Quotes (RFQs), Expressions of Interest (EOIs), and site visits.
- Perform price analyses.
- Ensure funding has been obtained and approved before entering into a contractual agreement with a third party.
- Submit procurement packages for review and obtain the correct approvals before award.
- Issue Purchase Orders or other forms of agreements to Suppliers.
- Monitor and expedite orders to ensure on-time delivery.
- Manage post-award activities with a focus on performance, change control, quality, cost, and schedule.
- Verify receipt of items by comparing items received to items ordered.
- Resolve receipt and invoice discrepancies.
- Perform closeout activities.
- Maintain complete and accurate purchasing files and records.
- Other procurement and/or contracting duties as assigned.
Qualifications:
- Experience with client and supplier relations.
- Bachelor's degree or higher in Business, Supply Chain, or a related degree program with a minimum of 4 years' experience related to Procurement and/or Contract Management.
- Experience with purchasing first-of-a-kind fabricated equipment, IT software, and commercial items.
- Understanding of quality assurance and export control requirements.
- Experience successfully working in a fast-paced environment and producing quality work.
- Strong organizational skills and ability to work collaboratively in a team environment.
- Strong communication skills.
- The successful candidate will possess a high degree of trust and integrity, communicate openly and display respect, and a desire to foster teamwork.
Nice to Have:
- U.S. Government (DOE or DOD) contracting/subcontracting experience.
- Nuclear or related experience.
- Military experience.
- Technical background (experience-based is acceptable).
