Job description

Materials Buyer

The Materials Buyer is responsible for sourcing and purchasing materials for Capital Projects and Operations in support of pipeline and pipeline terminal facilities. This role ensures all material purchases are executed in accordance with defined procurement guidelines and routed through approved key suppliers while maintaining compliance, cost effectiveness, and operational efficiency.

Key Responsibilities

  • Source Capital Project and Operations materials and supplies through a competitive RFQ process.
  • Create commercial bid evaluations, including cost analysis and assessment of commercial terms from vendor quotations.
  • Generate purchase orders in Oracle using documented procurement guidelines and competitive bid results.
  • Collaborate closely with Supply Chain Management (SCM) and internal stakeholders throughout the source-to-settle process for issued purchase orders.
  • Manage and resolve blocked, parked, or unprocessed invoices through established workflow processes.
  • Perform Oracle system maintenance activities as assigned, including PO closures, material pricing updates, and purchase order change requests.
  • Maintain effective communication with internal customers and third-party vendors to ensure accurate and timely delivery of procurement information to appropriate personnel and business management.
  • Apply working knowledge of customers, products, and industry trends to support informed purchasing decisions.
  • Maintain intermediate proficiency in Oracle and supporting tools, assisting customers and vendors with full utilization of system capabilities.

Required Skills and Knowledge

  • Experience supporting procurement activities for capital projects and operational materials, preferably within pipeline or industrial environments.
  • Intermediate proficiency with Oracle Purchasing and related procurement tools.
  • Strong analytical skills with the ability to evaluate pricing, commercial terms, and supplier proposals.
  • Effective communication and collaboration skills to support cross-functional teams and external suppliers.
  • Strong attention to detail and ability to manage multiple procurement activities concurrently.
