Systems Accountant

Duties

Helps apply experience and advanced knowledge applicable to systems accounting, to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include:

• Analyzing financial system modules to detect deficiencies, mitigate data integrity risks, and ensure full disclosure of financial transactions.
• Identifying gaps in reporting capabilities and designing modern, data-driven reporting solutions to improve visibility into customer financial statuses.
• Identifying needed changes in reporting requirements, which would provide more meaningful information, and determining ways and means to make financial accounting practices more effective and efficient for implementation and new releases.
• Using accepted software packages and approved methodologies to document and maintain the user's functional requirements for the financial software capabilities.
• Finalizing, completing, and recording this functional documentation in a format suitable to meet the requirements of Financial Information Processing Standard (FIPS) Publication Number 38 and other standards.
• Leveraging modern business analysis methodologies to gather, document, and maintain user functional requirements for financial system capabilities.
• Ensuring all systems documentation complies with current federal information processing standards and agency architectures.
• Leading complex business process re-engineering (BPR) initiatives and developing end-to-end financial business scenarios to optimize workflow efficiency.
• Creating comprehensive system test plans and conducting detailed systems functional testing to validate system integrity prior to deployment.
• Creating targeted technical training programs to ensure seamless organizational readiness, successful module deployment, and sustainable maintenance of subsequent financial software releases.
• Responsible for creating financial business scenarios, business-processing re-engineering approach development, training materials, and methodology necessary for the design, implementation, and maintenance of assigned modules within the financial system.
• Reviewing and approving the technical work of junior systems accountants.
• Acting as an escalation point to resolve or mitigate risks identified during requirements gathering, testing, data conversion, or system implementation.
• Assisting leadership in forecasting resource needs and developing strategic technical solutions.
• Initiating, resolving, or escalating any issues or risks identified by lower-level system accountants or participants in the requirements definition, testing, conversion, or implementation of financial software modules and subsequent releases of the software.
• May help the manager, project/program manager, team leader, or more experienced professional develop and/or recommend solutions.
• Operates with considerable independence in planning work, managing timelines, and allocating assigned resources.
• While aligned with established federal policies, the role exercises significant discretion to innovate new approaches, optimize workflows, and adapt to changing software environments.
• Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, employees, and other external parties.
• Maintains regular contact with internal business lines, major subdivisions, external customers, and federal oversight entities.
• Successfully translates complex technical/accounting system behaviors into clear, policy-aligned explanations for non-technical audiences.
• Established policies/procedures provide guidance for most assignments, but allow considerable discretion for the employee to select the most appropriate approach(es) or recommend new approaches.
• Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.
