Manager, Physical Security Systems

The position of Manager, Physical Security Systems will report to the Chief of Police provide leadership and planning oversight for the university's physical security. Serve as primary contact in development, implementation and communication of the access control and life safety systems projects. Direct day-to-day operations of the physical security office. Demonstrate positive leadership to develop and deliver responsive service to all areas of the university. Anticipate and address needs of a dynamic and multicultural campus environment. Develop new initiatives to improve quality, speed of service, customer satisfaction, efficiency, and effectiveness of processes and/or procedures. Participate in the development of short- and long-range departmental goals. Meet with department heads and executive personnel to discuss security issues and recommend security measures as needed. Serve as the university's representative to community and government agencies for security matters. Develop short- and long-term budget strategies with the long term goal of cost reduction.

Essential Duties and Responsibilities:

Provide Leadership:

  • Direct day-to-day operations of the physical security office. Demonstrate positive leadership to develop and deliver responsive service to all areas of the university. Anticipate and address needs of a dynamic and multicultural campus environment.
  • Develop new initiatives to improve quality, speed of service, customer satisfaction, efficiency and effectiveness of processes and/or procedures
  • Participate in the development of short and long range departmental goals
  • Analyze and develop plans for system upgrades and changes. Implement new system and operating procedures and/or enhance existing systems and procedures to improve efficiency and effectiveness
  • Ensure compliance with applicable laws, codes and regulatory requirements.
  • Provide leadership, guidance, mentorship training and supervision to physical security personnel. Conduct performance appraisals, make recommendations regarding employment, salary changes, transfers, promotions and terminations.

Manage and develop the operation of the university's security, access control, and life safety systems:

  • Develop and oversee planning and implementation of technical security devices
  • Oversee the design, installation testing, maintenance, troubleshooting and repair of the technical security devices.
  • Develop and implement regular inspection, testing and preventive maintenance schedules for security systems, access control and life safety equipment and software. Troubleshoot and/or evaluate system problems.
  • Program or supervise the programming of computers to monitor access control readers/events. Establish and monitor access control utilizing personnel authorization class levels, time/day parameters and event Identification. Determine personnel authorization class levels that are entered into the systems.
  • Review changes in mechanical key systems to ensure integrated security and access control. Manage, maintain and audit interior and exterior key control systems, ensure critical compliance of university policy is sustained
  • Oversee unauthorized activity status reports. Maintain and analyze life safety systems data, compile required statistics, generate mandated reports for leadership
  • Coordinate technology that supports emergency response plans. Maintain and recommend enhancements for emergency communications and notification systems
  • Meet with department heads and executive personnel to discuss security issues and recommend security measures as needed. Provide training and support and determine access levels that maximize building security.
  • Write initial specifications for needed equipment, including the university police security computer system. Evaluate and estimate repair/replacement costs.
  • Oversee the coordination, procurement and installation of communications equipment, alarms and computer systems for special projects
  • Make recommendations for project construction designs using crime prevention through environmental design (CPTED} principles
  • Develop and provide life safety/emergency response training to university personnel.

Oversee and monitor resources:

  • Prepare and evaluate budgets
  • Provide expense analysis/allocation
  • Develop short and long term budget strategies
  • Analyze current spending practices to reduce expenditures
  • Recommend security system improvements, and purchases

Professional Development:

  • Engage in developmental and investigative activity to maintain current knowledge
  • Complete special projects
  • Perform other functionally related duties as required

Preferred Qualifications:

Masters' Degree in a related field and seven years' experience in supervision, technology pertaining to computers, software, networking and life safety equipment.

Compensation will be commensurate to candidate experience.
