Data Center Technical Program Manager

This is a tactical, hands-on TPM role. They need someone who can be feet on the ground, take ownership of complex or vaguely defined assignments, and figure out how to execute without needing significant direction. Key experience includes:

  • Strong tactical Technical Program/Project Management experience
  • Construction project management experience
  • Data center technology/operations experience is a strong plus
  • Comfortable working in highly ambiguous, fast-paced environments
  • Able to take a high-level narrative or objective and turn it into an executable plan
  • Daily on-site coordination across engineering, construction, security, logistics, vendors, and other stakeholders
  • Strong independent problem-solving and decision-making
  • Technology prototyping/incubation experience is a plus
  • Google Workspace experience; Google internal tools are a plus
  • Excellent communication and stakeholder management skills

This person will work under the Horizon leadership team and collaborate with dozens of Google and vendor personnel.

Data Center Technical Program Manager

We are seeking a highly motivated and experienced Program Manager to join our Horizon Incubation Garden team. In this role, you would be expected to perform daily field coordination and problem-solving. You will be instrumental in driving the successful execution of complex infrastructure and technology prototyping projects from conception through completion. You will thrive in ambiguous environments, transforming high-level narratives into actionable plans and ensuring seamless on-the-ground execution within challenging timelines and technology complexity.

Project Leadership & Ambiguity Management

  • Lead and manage multiple concurrent projects within a dynamic and evolving incubation environment, often starting with high-level concepts and developing them into detailed execution plans.
  • Proactively identify potential risks, challenges, and dependencies, developing mitigation strategies and adapting plans as needed.
  • Navigate and reduce ambiguity by defining clear project scopes, objectives, and deliverables.
  • Drive consensus among diverse stakeholders and translate strategic goals into tangible project outcomes.

On-the-Ground Coordination & Execution

  • Provide daily, hands-on coordination and oversight of project activities at the site level, ensuring alignment with project plans and operational protocols.
  • Collaborate closely with cross-functional teams, including engineering, security, logistics, and multiple external vendors.
  • Manage and track project timelines, resources, and budgets.
  • Facilitate effective communication between project participants, including daily stand-ups and regular progress updates.

Operational & Infrastructure Development

  • Contribute to the development and implementation of physical security protocols, access control systems, and site monitoring solutions.
  • Oversee logistics and execution of equipment move-in/move-out (MIMO) plans and other critical site infrastructure deployments.
  • Ensure adherence to safety standards and operational best practices throughout all project phases.

Stakeholder Management & Communication

  • Build and maintain strong relationships with internal teams, external vendors, and key stakeholders.
  • Prepare and present regular project updates, reports, and documentation to leadership.
  • Manage and track project-related issues and requests using internal systems such as Buganizer and purchasing tools.

Minimum Qualifications

  • Bachelor's degree in a related field or equivalent practical experience.
  • Proven construction project management experience.
  • 5+ years of program management, project management, or similar experience focused on operational or infrastructure projects.
  • Proven ability to lead projects in ambiguous environments from narrative through execution.
  • Experience with hands-on, on-site project coordination involving cross-functional teams and external vendors.
  • Strong communication, interpersonal, and organizational skills.

Preferred Qualifications

  • Physical security systems, data center operations, or large-scale infrastructure deployment experience.
  • Technology incubation and prototyping experience.
  • Experience with Google tools/systems such as Buganizer, Google Drive, and Smartsheet.
  • Ability to adapt quickly to changing priorities and manage multiple tasks simultaneously.
