Job description

Manager of Emerging Multilingual Programs and Partnership Development

The Manager of Emerging Multilingual Programs and Partnership Development leads efforts to expand the Patient Navigation and Community Health Training (PNCT) program's reach and impact by building partnerships with underrepresented communities and increasing multilingual training capacity. This position is responsible for developing and implementing strategies to introduce PNCT curricula in languages beyond English and Spanish, ensuring accessibility and cultural responsiveness. The Manager oversees train-the-trainer initiatives, coordinates language assistance services, and provides direct instruction in French. This role also identifies emerging workforce needs, builds relationships with agencies and funders, and ensures PNCT programs are scalable and sustainable. By combining public health expertise, supervisory experience, and lived connections to immigrant communities, the Manager strengthens PNCT's ability to prepare a diverse CHW workforce across Colorado and nationally.

Program Leadership & Multilingual Strategy (25%)

  • Develop and implement a multilingual strategy for PNCT training expansion beyond English and Spanish.
  • Lead planning, implementation, and evaluation of new language offerings.
  • Ensure alignment with certification and reimbursement standards. Supervise trainers and contractors to ensure fidelity, accessibility, and cultural responsiveness.

Stakeholder Engagement & Partnership Development (30%)

  • Build and sustain partnerships with community agencies, funders, and educational institutions serving underrepresented and immigrant populations.
  • Lead collaborative projects that expand PNCT's footprint and strengthen workforce equity.
  • Co-Lead outreach campaigns to expand awareness of PNCT in multiple languages.
  • Partner with leadership to identify and secure funding, draft grant proposals, and manage pilot project budgets.
  • Represent PNCT at community and national events and funder meetings to advance program growth.

Training and Education (35%)

  • Identify, recruit, and mentor trainers proficient in languages other than English and Spanish.
  • Lead train-the-trainer efforts to expand PNCT language capacity.
  • Deliver direct training in French and oversee quality assurance for all multilingual sessions.
  • Oversee language assistance services to ensure accessibility of PNCT materials and sessions.
  • Engage immigrant and underrepresented communities to promote understanding of CHW roles and certification pathways.
  • Develop multilingual communication strategies and resources for CHW profession awareness.
  • Translate and disseminate CHW policy updates through trusted community partners.
  • Identify emerging workforce needs and propose new training modules or curricula.

Sustainability & Scalability (10%)

  • Design and manage data collection for multilingual training pilots.
  • Analyze and use data to refine curricula, improve language accessibility, and demonstrate impact to funders and stakeholders.
  • Support agencies adopting PNCT training by providing consultation and ongoing technical assistance.
  • Design strategies to replicate PNCT curricula in new regions or with additional populations while maintaining quality standards.
  • Develop and implement frameworks to sustain multilingual programming beyond pilot phases.
  • Provide partner agencies with support to maintain fidelity to PNCT's core training model

Minimum Qualifications:

  • Education: Master's in Public Health, Education, or related field required. Equivalent experience may be considered.
  • Experience: At least 5 years' experience in community health workforce development, training, or public health programming, including supervisory experience in the US or internationally. Direct experience working with CHWs, as a CHW or CHW supervisor and immigrant/multilingual communities required.
  • Ability: Advanced proficiency in French required; additional multilingual capacity preferred. Strong supervisory, partnership-building, and grant development skills. Expertise in culturally responsive training design and facilitation.
  • Ability to manage budgets, projects, and multiple stakeholders. Expertise in knowledge translation including synthesizing research, and practice into actionable, accessible training and resources.
  • Requires travel throughout Colorado and occasional national travel.

Preferred Qualifications:

  • Lived experience in immigrant communities strongly valued
  • CHW certification preferred within 6 months of hiring; training-of-trainers experience desirable.
