Job Description

The Education Officer(s), under limited supervision, assists in, leads, and helps ensure the readiness of Montgomery County Emergency Medical Services (MCEMS) by assisting the Captain of Compliance and Education in providing educational instruction to pre-hospital care providers, Emergency Medical Responders (EMR's) and all levels of EMS Students to ensure Montgomery County EMS maintains a high level of professionalism and patient care.

Responsibilities

Pay Grade: E75, Exempt

Starting salary: $91,298.22

Minimum Experience:

Candidates must have a minimum of two (2) years' experience as an FTO or Lieutenant with Montgomery County EMS or have at least three (3) years' experience as a Paramedic with a 911 service.

Minimum Education:

Associate degree is required. Bachelor's degree is preferred.

Certifications, Licenses:

• Shall be licensed as a Paramedic in the State of Tennessee **

• Must possess a valid Tennessee driver's license or other state equivalent licensure **

• NIMS IS-100, IS-200, and IS-700 *

• Must maintain valid instructor certifications in Cardiopulmonary Resuscitation (CPR), Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), Pediatric Emergency Assessment, Recognition, and Stabilization (PEARS), Pre-Hospital Trauma Life Support (PHTLS), Emergency Vehicle Operations Course (EVOC/VKF). Must also successfully complete and maintain MCEMS Rapid Sequence Intubation and Surgical Cricothyrotomy qualification bi-annually. *

• Shall maintain EMT Instructor Coordinator Endorsement and obtain Paramedic Instructor Coordinator endorsement within two (2) years *

The Training Officer(s), under limited supervision, assists in, leads, and helps ensure the readiness of Montgomery County Emergency Medical Services (MCEMS) by assisting the Captain of Compliance and Education in providing educational instruction to pre-hospital care providers, Emergency Medical Responders (EMR's) and all levels of EMS Students to ensure Montgomery County EMS maintains a high level of professionalism and patient care.

GENERAL POSITION DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. However, they are not to be construed as exclusive or allinclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

• Assists the Captain of Compliance and Education in accountability and responsibility for the EMS education and compliance divisions.

• Ensures compliance with all county and departmental policies

• Responds to personnel related issues in accordance with established education policies, guidelines, protocols, and procedures; provides direction and assistance through department leadership. Keeps team informed of changes in departmental or county practices or policies that affect their work performance

• Fosters a harmonious, inclusive work environment and effective working relationships among assigned and other team members. Models and ensures appropriate workplace behavior that reflects the values of Montgomery County Government and Montgomery County EMS

• Assist with delivery of training and instruction to all MCEMS personnel and EMS Students, Dispatch and EMR. Assists in the coordination of guest lecturers and training with other public safety agencies when necessary

• Instructs and delivers in-service instructional materials

• Assists in maintaining all training aids and manikins

• Assists in preparation and maintenance of all education documents as required for annual audit by the State of Tennessee EMS Division. Assists in maintaining individual records on all employees and reports deficiencies to the Captain of Compliance and Education

• Assists in the maintenance of the quality assurance program mandated by the State of Tennessee EMS Division

• Inspects and reviews operations and compliance to policies, procedures, and protocols.

• Identifies deficiencies in employee training and reports to Captain of Compliance and Education

• Assists as needed with the New Hire Academy

• Tutors/Mentors all school students within the department and related education programs

• Assists in the education and maintenance of records and documents for the department's First Responder program within the County's Fire Service, Sheriff's Department and Clarksville Fire Rescue. Instructs and/or coordinates initial courses, refresher courses and any continuing education courses that supports First Responders

• Have willingness to flex hours to ensure education is available to all day and night shift department personnel and EMR students as needed

• Represents the department in meetings that may pertain to his/her expertise

• Assists in the revision of departmental policies, procedures, and protocols.

• Plays an active role in EMS Supply and Logistics as needed

• Assists the Compliance and Education officer with scheduling, filing and overseeing records for the American Heart Association Training Center

• Assist with the EMS Safety and Infection Control

• Acts in the absence of Captain of Compliance and Education when assigned

• Assists in maintaining and monitoring the education calendar each quarter for all licensed MCEMS education, EMR Initial and Refresher Courses, Student Class dates and testing, all AHA courses Vanessa Kay Free (VKF)

• Prepare any additional education events scheduled through the Compliance and Education department

• Acts as an FTO when needed to complete field training rides or staff remediation

• Any other duties as assigned

FISCAL RESPONSIBILITIES

This position assists in compiling information for budgeting and strategic planning purposes.

SUPERVISORY RESPONSIBILITIES:

In the absence of the Captain of Compliance and Education when assigned the Training Officer may supervise coordinate and oversee the overall compliance and education of the department. In the absence of the Captain of Compliance and Education this position carries out supervisory responsibilities in accordance with County Government's policies and applicable laws. Responsibilities may include interviewing, training employees; planning, assigning, scheduling, and directing work; addressing complaints and resolving problems.

Qualifications

JOB QUALIFICATIONS KNOWLEDGE, SKILLS, AND ABILITIES

• This position requires effective oral and written communication skills, excellent interpersonal skills, and intermediate computer literacy.

• Thorough knowledge of applicable State of Tennessee, Department of Health, EMS Division statutes, rules, administrative orders, policies, and procedures

• Thorough knowledge of techniques, principles, and practices of emergency medical care

• Thorough knowledge of hospital locations and capabilities

• Skill in driving an emergency vehicle, operation of emergency medical and related equipment

• Knowledge of emergency communications and procedures

• Knowledge of record keeping, and completion of patient care records in both written and electronic format

• Skill in working under stressful situations, in receiving and assessing information, then making appropriate decisions for response

• Skill in effectively maintaining equipment, facilities, and operations

• Ability to quickly assess and make accurate decisions concerning human life

• Thorough knowledge of MCEMS Policy and Procedures, and policy guidelines for AHA, NAEMT, VFIS and NREMT

LANGUAGE SKILLS

Must possess the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Must possess the ability to write reports, business correspondence, and procedure manuals; effectively present information and respond to questions from groups of managers, clients, customers, and the public.

MATHEMATICAL SKILLS

Must possess the ability to work with mathematical concepts such as probability and statistical inference, and the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Must possess the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Must possess the ability to interpret a variety of instructions in written, oral, diagram, or schedule form.

PHYSICAL DEMANDS

While performing the duties of this position, the Training Officer is regularly required to sit, communicate verbally, and hear. The employee frequently uses their hands and arms to operate computers and office equipment, manipulate training materials and medical equipment, and reach for or handle objects. The position occasionally requires standing, walking, stooping, kneeling, crouching, crawling, climbing, or maintaining balance.

The Training Officer must maintain all required certifications and physical qualifications necessary to perform the duties of a licensed Paramedic. The employee is expected to participate in field operations as needed, including riding on ambulances to provide orientation, precepting, skills evaluation, and continuing education for newly hired personnel and other department staff. As such, the employee must be capable of demonstrating EMS procedures and safely performing the physical tasks associated with emergency medical services.

The Training Officer must occasionally lift, carry, push, pull, drag, or otherwise move up to 100 pounds while participating in patient care, training activities, equipment demonstrations, or other operational assignments. The position may also require working and lifting in confined spaces and in a variety of indoor and outdoor environments, including adverse weather, uneven terrain, or other challenging conditions.

Specific vision requirements include close vision, distance vision, peripheral vision, depth perception, color vision, and the ability to adjust focus while performing administrative, instructional, and field-related duties.

WORK ENVIRONMENT

While performing the duties of this job, the candidate is occasionally exposed to outside weather conditions. The noise level in the work environment is usually moderate.
