Global Force Management Planning Specialist
The primary purpose of this position is to serve as a Global Force Management (GFM) Planning Specialist for both NORAD and USNORTHCOM (N&NC) J3s. Manages the allocation, assignment, and apportionment of forces and capabilities while performing Homeland Defense (HD), Defense Support of Civil Authorities (DSCA), and Defense Chemical Biological Radiological Nuclear Response Force (DCRF) missions supporting operations and exercises. Duties include :
- Program manager for annual enduring rotational force allocations supporting operational force requirements and the Global Force Management Allocation Plan (GFMAP) policies and procedures for conventional Joint Military Operations.
- Conducts current FY GFMAP integrations of JCS force requirement allocation policies and procedures necessary to conduct operations for the entire range of conventional Joint Military Operations.
- Provides technical support and direct-action responses to Force Sufficiency and rapidly emergent operational taskings from the Office of the Secretary of Defense (OSD), the Chairman of the Joint Chiefs of Staff (CJCS), USNORTHCOM Commander, and the Director of Operations concerning U.S. Military Forces assigned and allocated to N&NC.
- Information technology coordinating authority for applications relating to GFM Automated Data Processing (ADP) Tools and the TTPs with focuses on current GFM IT integration to the Joint Planning Execution System (JPES).
Requirements include :
To qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301. SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas :
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
