Job description

Human Resources Specialist

At DOTD, our mission is to innovatively develop and sustain safe and reliable infrastructure comprising highways, multimodal transportation assets, micro-mobility systems, and public works. We are proud to serve the people of Louisiana with integrity, innovation, and a deep commitment to equity. This position serves as the HR Specialist for the Department of Transportation and Development (DOTD) and reports directly to the Region 3 HR District HR Manager. The District HR Unit is comprised of thirty four (34) professional HR positions that are responsible for supporting the twelve (12) District/Maintenance HR office across the state (3000+employees), in all aspects of HR functions. The incumbent of this position serves as the lead worker and liaison for the District 03 HR office. The incumbent of this position is required to possess broad knowledge of the LaGov HCM system and its reporting capabilities, Civil Service Rules and regulations, DOTD policies and procedures, as well as knowledge of federal and state employment laws. The incumbent of this position exercises independent judgement and discretion as well as effective oral and written communication skills. This position requires periodic statewide and/or overnight travel. While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

An ideal candidate should possess the following competencies:

  • Communicating Effectively: Communicates clearly, listens actively, and explains complex ideas well.
  • Displaying Expertise: Solves problems using current expertise, explains concepts clearly, and adjusts messages for different audiences.
  • Making Accurate Judgments: Makes timely, well-reasoned decisions using available info, context, and trade-offs.

Minimum qualifications include:

  • Six years of human resources experience; OR
  • Six years of full-time experience in any field plus three years of human resources experience; OR
  • A bachelor's degree plus three years of human resources experience; OR
  • An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.

Experience substitution is also possible.

Job duties include:

  • Serving as the primary contact for District 08 HR Analysts for all HR matters and acting as a liaison between Headquarters HR and the District for the administration of HR programs.
  • Acting as the lead worker and go-to expert responsible for ensuring the smooth operation of all HR functions.
  • Acting as a strategic partner for specialized functions of HR, including but not limited to recruitment/onboarding, staffing, payroll/benefits, drug/alcohol testing, knowledge management, and retirement.
  • Providing functional oversight of the District 08 HR office and offering support and professional development to District HR Analysts through formal and informal training/coaching.
  • Running reports from LaGov HCM to monitor entries, appointments, and produce a wide variety of complex statistical reports as requested by the District HR Unit Manager, HR Director, and/or District Administration.
  • Making recommendations on the development/revision of policies and procedures.
  • Acting as the liaison and strategic partner assisting with daily HR operations.
  • Acting as the strategic partner assisting with understanding and addressing ongoing needs; ensuring continuity of services during peak seasons and/or due to turnover.
