Financial Analyst
The City of Visalia is recruiting for Financial Analyst to join the City's Finance Department. This General Ledger Financial Analyst is assigned to the City's Finance Department and is responsible for supporting the City's general ledger, financial reporting, and month-end and year-end close processes. This position plays a key role in ensuring the accuracy, integrity, and timeliness of the City's financial records in accordance with generally accepted accounting principles (GAAP) and applicable governmental accounting standards.
This position works collaboratively with departments across the organization to ensure and maintain accurate financial records, proper financial coding, accurate recording of transactions, and compliance with accounting standards, and supporting financial reporting process. Primary duties performed by the General Ledger Financial Analyst include the following:
- Prepares, reviews, and posts journal entries related to various financial transactions, including accruals, deferrals, and adjustments; ensures accuracy and completeness of financial transactions recorded in the general ledger.
- Performs monthly, quarterly, and year-end closing activities ensuring all financial transactions are recorded accurately and timely, including account reconciliations, variance analysis, and review of subsidiary ledgers.
- Reconcile, research, analyze, and resolve accounting discrepancies and complex financial issues of general ledger accounts to ensure the integrity of financial data.
- Assists in the preparation of financial statements, reports, and supporting schedules for internal and external reporting purposes ensuring accuracy and compliance with Generally Accepted Accounting Principles (GAAP).
- Collaborate with departments to provide guidance on proper accounting treatment and financial processes, gather financial data, analyze trends, and provide insights that support business decisions, and ensure compliance with applicable accounting standards, City policies and internal controls.
- Coordinate and provide support during the annual audit process, including preparation of audit schedules and responding to auditor inquiries regarding financial records and processes.
- Evaluates and recommends process improvement opportunities within the general ledger function, accounting procedures and internal controls to enhance efficiency and accuracy.

This individual demonstrates a high level of accuracy and accountability in financial work and takes ownership of ensuring the integrity of financial data. The successful candidate will have a solid foundation in accounting principles and experience working with general ledger systems, reconciliations, and financial reporting. The ability to analyze complex financial information, identify discrepancies, and develop effective solutions is essential. Strong organizational skills and the ability to manage multiple priorities and deadlines are critical. The candidate must be able to work both independently and collaboratively, communicating effectively with internal departments to ensure accurate financial reporting and compliance with established policies and procedures. A continuous improvement mindset is highly valued, with the ability to evaluate existing processes and recommend enhancements to strengthen internal controls, increase efficiency, and support the City's overall financial operations.
Experience and education that could likely provide the required knowledge, skill and ability is qualifying. A typical way to obtain the knowledge, skill and abilities would be:
- Three (3) years of experience in financial management or accounting in municipal government.
- Graduation from an accredited college or university, with a degree in business administration, accounting, economics or a closely related field.
