POSITION INFORMATION

There are two current permanent, full-time vacancies with the Sheriff's Office in Auburn and Roseville. These positions are responsible for both leased and County owned buildings in Placer County. The ideal candidate will have experience with building crafts such as general construction, HVAC, fire suppression systems, plumbing, and electrical, plus knowledge of automated computer maintenance systems and general knowledge of all trades.

The eligible list created by this recruitment may be used to fill future county-wide vacancies for both temporary/extra-help and permanent positions.

DEFINITION

To perform a designated skilled craft(s), including general construction, electrical, painting, cabinet/furniture making and installation, metal fabrication, plumbing, air conditioning/refrigeration, heating, lock systems, sign making, flooring, roofing, fire alarm/sprinkler systems, environmental systems and controls, and other related building automation systems; and to perform installations, maintenance, and regular and emergency repairs to buildings, structures, and equipment in a designated craft(s)/trade(s).

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Building Crafts Mechanic series. This class is distinguished from the Maintenance Worker by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

This class is distinguished from the Senior Building Crafts Mechanic in that the latter performs designated skilled craft(s) with a high degree of skill and independent judgment, coordinates and schedules assigned projects, and exercises technical and functional supervision over crew members.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Building Crafts Crew Supervisor and may receive technical and functional supervision from a Senior Building Crafts Mechanic and/or higher-level supervisory and management staff.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • As a Maintenance Worker, perform a variety of unskilled and semi-skilled building crafts tasks in a training capacity.
  • Perform carpentry work in the construction, alteration, repair, and maintenance of buildings, floors, roofs, stairways, partitions, doors, windows, screens, wood fixtures, and furniture.
  • Perform masonry tasks, including creating forms, mixing and pouring concrete, and laying decorative and structural brick consistent with plans and ADA compliance guidelines.
  • Clean and prepare surfaces to be painted; paint exterior and interior walls, ceilings, and cabinets using brush or spray gun; varnish, stain, or shellac furniture, doors, cabinets, moldings, and floors; may mix paints to obtain desired colors.
  • Install and make repairs to or replace electrical systems, including building wiring, switches, outlets, fixtures, and plugs, and make other electrical repairs; install, maintain, and repair various lighting systems; install, maintain, and repair various alarm mechanisms and systems, including fire detection and security systems; maintain and repair small engines and generators.
  • Repair stoves, refrigerators, sanitation and waste removal systems, heating and air conditioning systems, and evaporative coolers, including cutting, fitting, and installing gas and fresh water supply system piping and fittings; perform metal fabrication and welding, both arc and acetylene.
  • May oil, adjust, clean, and make minor repairs to equipment used by custodial staff, including vacuum cleaners and buffers.
  • Install, repair, maintain, and replace various locks, locking systems, and security doors, including mechanical, electric, or electronic; key and re-key locks.
  • Design, lay out, manufacture, and install various building signs.
  • Repair and adjust plumbing equipment and apparatuses, including replacing broken pipes, cleaning plugged drains, replacing washers and gaskets, replacing faucets and valves, cleaning grease traps, and flushing sewer lines; install, maintain, and repair various piping and sprinklers used in fire suppression systems; maintain and test fire sprinkler systems and automation.
  • Identify various types of materials and equipment used in building automation systems, and take appropriate steps to ensure safety and continued operation of systems.
  • Install, operate, and perform minor maintenance to building automation systems, including building access control systems, climate control systems, and intrusion control systems.
  • Install, rebuild, or repair fans, motors, thermostats, fuses, filters, bearings, valves, controls, gaskets, and other equipment.
  • Move, configure, and assemble furniture ranging in size and weight using moving equipment and vehicles.
  • Understand and recognize technical issues, malfunctions, and set up of building automation and control systems and take appropriate action, including notifying appropriate staff or supervisor for resolution.
  • Maintain records and other documents as required.
  • Build and maintain positive working relationships with coworkers, other County employees, and the public using principles of effective customer service.
  • Perform related duties as assigned.
WORKING CONDITIONS

Work is performed in an indoor office environment with controlled temperature conditions and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.

Depending on area of assignment, additional background clearance with the Department of Justice (DOJ) may be required.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Two (2) years of experience performing duties similar to a Maintenance Worker assigned to building crafts with Placer County. Completion of an approved apprenticeship program in a designated skilled craft/trade may be substituted for the two (2) years of related experience.

Training: Equivalent to the completion of the twelfth grade.

Required License or Certificate:
  • May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
  • Possession of a valid Class A or B driver's license may be required depending upon the position.
  • Possession of appropriate required certification relative to specific area of building crafts assignment.
KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:
  • General use and purpose of materials, tools, equipment, and methods used in building maintenance.
  • Basic office procedures, methods, computer equipment, and relevant software.
  • Basic recordkeeping.
  • Principles and practices of work safety.
  • Principles and practices of effective customer service.
  • Principles and practices of building trades, mechanical trades, and facilities maintenance.
  • Applicable laws, codes, and regulations pertinent to designated area of assignment.
  • Principles and practices of building trades, mechanical trades, and facilities maintenance, including general construction, electrical, painting, cabinet/furniture making and installation, metal fabrication, plumbing, air conditioning/refrigeration, heating, lock systems, sign making, flooring, roofing, fire alarm/sprinkler systems, environmental systems and controls, and other related building automation systems.
  • Use and purpose of materials, tools, equipment, methods, procedures, and practices used in building trades and maintenance, including carpentry, painting, electrical, plumbing, masonry, small engine repair, metal fabrication, and welding, both arc and acetylene.
Ability to:
  • On a continuous basis, know and understand all aspects of the job; observe safety rules and identify safety hazards; analyze problem equipment and systems; recall, identify, and locate equipment and tools; read, interpret, explain, and follow work orders, manuals, schematics, diagrams, drawings, and blueprints; work under time pressure with frequent interruptions; focus on a single task for long periods of time; analyze situations quickly and objectively and determine proper course of action; explain job to others.
  • Intermittently, sit while completing work papers and reports or while operating equipment; on a continuous basis, walk, stand, balance, bend, crouch, squat, climb, kneel, twist, and reach while operating equipment and performing various building crafts activities; perform simple and power grasping, pushing, pulling, and fine manipulation; hear, see, and smell with sufficient acuity to identify building maintenance issues and provide service and repair; distinguish colors and shades of colors used in paints, wiring, lights, and identification labels; speak, use telephone, write, and use keyboard to communicate; lift very heavy weight.
  • Perform heavy and continuous physical labor in a safe and effective manner.
  • Act quickly and calmly in emergency situations.
  • Interact fairly and courteously with others.
  • Work assigned shift, including weekends, holidays, and odd or irregular hours; be subject to emergency call-out and work unusual and prolonged work schedules; work multiple or mandatory shifts during emergency situations, seasonally caused circumstances, or special projects.
  • Use various equipment, hand tools, and power tools, including a light truck, forklift, hydraulic lift, backhoe, tractor, dump truck, hand cart, jackhammer, sand blaster, cutter, grinder, welder, torch, router, skill saw, jackhammer, hammer, screwdriver, saw, wrench, pliers, paint brush, sledgehammer, pick, and shovel.
  • Understand and follow written and verbal instructions.
  • Communicate clearly and concisely, both verbally and in writing.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Read and understand blueprints, diagrams, and schematics, and work according to plans and specifications.
  • Make rough sketches and accurate estimates of material required in repair and maintenance work.
  • Remain current with technology associated with building maintenance automation and control.
  • Perform minor service, repair, and adjustment of various mechanical and electrical building crafts equipment and tools, including building automation systems.
  • Use specialized tools and equipment applicable to specific area of crafts and/or mechanical assignment.


SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant's education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a credit check, voice stress analysis, and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

SUBSTITUTE LISTS

The eligible list resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required).
