Compensation Range : $57,977 to $72,471 / annually, based on experience.

Job Objective :

Responsible for the development, promotion, resourcing and administration of programming for Salvation Army Community Outreach ministries programs and to discover and develop new initiatives for evangelism, Bible training, spiritual formation, and youth development within those areas using youth asset development model.

Essential Duties :

Essential duties include :

I. LEADERSHIP OF CORPS YOUTH OUTREACH PROGRAMS

  • Provide specific oversight and services through divisional headquarters of all youth outreach programs including Character Building, Vacation Bible School and community center based programs in the USA Central Territory.

Assist and resource divisions and corps to improve youth outreach programs, through :

  • Qualitative and quantitative evaluations
  • Determination of program needs
  • Achievement of program balance within the overall corps ministry
  • Goal setting and measurement of program effectiveness
  • Provide leadership support and training for divisional directors of youth outreach ministry programs.
  • Coordinate and supervise character building troop / program registrations and process higher level awards. Monitor membership and attendance statistical trends, compile territorial reports, prepare higher awards, special recognitions and all other related details; Assist divisions to develop, promote, and implement training courses and programs for leaders of character building programs in cooperation with appropriate divisional personnel;
  • Represent The Salvation Army in local, regional, territorial or national events and committees which are related to the specific ministry responsibilities of this position.
  • Promote and resource divisional rallies, camps, institutes, seminars and any other events relating to youth outreach ministries and make field visits as requested and approved by the Territorial Youth Secretary.
  • Be conversant in and support The Salvation Army's child safety program, Safe from Harm.
  • Understand and promote youth asset development. Utilize asset-based approach in the development of programs and materials for use in youth programs.
  • Any reasonable, professional assignment not listed above as requested or assigned by the TYS.
  • II. PROGRAM AND RESOURCE DEVELOPMENT

  • Serve as a central resource person for the development of guidelines; special event materials; program aids, specifications, and standards; and resources for addressing situations relating to youth outreach ministries.
  • Design, prepare and distribute promotional literature and other informational materials related to outreach ministries including character building programs, vacation bible school, camps and community centers;
  • Develop resource materials to coordinate with existing territorial and national themes and emphases that are adaptable to a variety of settings and diverse populations.
  • Serve as Project Manager for specific territorial and national projects and events as assigned.
  • Prepare narrative or statistical reports relating to community outreach programs. Report on the effectiveness of these programs and make recommendations to the Territorial Youth Secretary when appropriate.
  • Prior to the beginning of the program year, prepare a list of objectives proposed for ensuing year. Confer with the Territorial Youth Secretary to reach and agreement on the proposed objectives. Report on the results achieved following the end of the program year.
  • Partner with the Territorial Social Services, Women's Ministries and SA Men's Fellowship Departments for the development and implementation of mentorship program components to collaborate with youth outreach ministries
  • Provide and implement strategic processes that result in the development and implementation of a quality strategic plan.
  • III. DIRECT MINISTRY TO YOUTH

  • Provide direct ministry to program participants, their parents and leaders through platform and personal ministries (preaching, teaching, Bible studies, etc.)
  • Offer personal discipling guidance for individuals involved in character building programs, including seeker counseling and follow-up to mentor and disciple these seekers.
  • Integrate a sense of personal evangelism in all interactions with the field and fellow workers throughout The Salvation Army. A deep personal passion for the lost will help manifest the foundational mission behind all of these youth outreach programs
  • FINANCIAL ACCOUNTABILITY :

    This position requires preparing and managing those portions of the youth department budget related to youth outreach ministries, monitoring expenses to ensure compliance with budget constraints, in cooperation with the Territorial Youth Secretary.

    Other Responsibilities :

    CENTRAL BIBLE LEADERSHIP INSTITUTE - Plan, coordinate and supervise a track program and classes for children attending the event, as assigned by the Territorial Youth Secretary. Prepare budget. Coordinate and supervise programs, supplies and workers.

    TERRITORIAL REFUEL SEMINAR - Present seminars, teach classes and participate as assigned by the Territorial Youth Secretary.

    DIVISIONAL YOUTH LEADERS SEMINAR - Prepare and distribute appropriate reports, analysis, forms and resources for Divisional Outreach Directors. Facilitate all discussions relating to Community Outreach programs.

    OTHER TERRITORIAL EVENTS - Participate as assigned.

    DIVISIONAL YOUTH COUNCILS, RALLIES, CAMPS and CORPS VISITS - Participate as assigned or invited, as a representative of the THQ Youth Department. Involvement will include participation in the leadership team, class instruction, support and encouragement of leaders and direct ministry to girls and boys.

    NATIONAL AD HOC COMMITTEES - Participate as assigned, including travel to National Headquarters.

    SAFE FROM HARM - Provide support for The Salvation Army's child protection program. Integrate Safe from Harm education and training into Community Outreach programs / classes.

    SUMMER CAMP VISITS - As the opportunity presents itself, provide leadership and support to Divisional Youth Leaders and their summer camp staff in any area of community based ministries or boys' and girls' work.

    TERRITORIAL YOUTH DEPARTMENT - Work with other department staff members as needed. Assist the department head by performing special projects as requested. Perform other related work as required.

    Materials and Equipment :

    The Territorial Christian Education for Outreach Director should possess basic skills and / or specific training in the following programs :

  • Social Media (Facebook, Pinterest, Twitter, etc.)
  • Minimum Qualifications :

    The requirements listed below are representative of the minimal education, experience, skills, and / or abilities required for this position.

    Education :

    Bachelor's degree in Sociology, Psychology, Education, Christian Ministries, or a related field : and / or commissioning from the College for Officer Training and / or equivalent combination of education, training or experience.

    Experience :

  • Have a minimum of three years of experience developing programming and ministry resources, strategies, materials.
  • Have experience in planning and directing specific youth events and or other programs. Divisional level preferred.
  • Be a Salvation Army soldier / adherent in good standing.

  • A decision-making approach that evaluates options, resources and outcomes in light of the departmental goals and objectives.

  • Knowledge of the Army's history, mission, and structure, as well as its services, policies and procedures.
  • An advanced understanding of sales and marketing and customer service to achieve the membership goals of the Kroc Center for sustainability and benefit of the community.
  • Possess an in-depth knowledge of marketing, management, administration, planning, budgeting, finance, market research, membership relationship / management skills and techniques.
  • Good written and oral communication skills and IT knowledge, which includes word processing, databases, spreadsheets, project management software, web applications (email, e-marketing, s-surveys, e-discussion groups, etc.).
  • Supervisory Responsibility :

    This position gives direction to secretarial and clerical support personnel and volunteers but does not have disciplinary or performance management responsibilities. Coordinate, support, encourage and offer guidance to all Divisional Community Outreach entities including Corps Community Center Directors, and Divisional Youth Department staff.

    Physical requirements include :

    Limited amounts of physical effort required associated with walking, standing, lifting and carrying light objects; good speaking, hearing and vision ability; and excellent manual dexterity.

    Lifting, pulling and pushing of materials up to 25 pounds.

    Travel :

    Will travel away from home approximately once per month for a variety of training events, rallies, camps, and youth councils throughout the territory.

    Working Conditions :

    Work is performed in a typical office environment. Consultation is required in various settings throughout the territory, including corps; community centers, divisional headquarters offices, residential camps and conference centers. There may be periods of exposure to heat, sun and other weather extremes. Hiking, backpacking, camping and other physically demanding exercises occur which may result in exposure to noise, dust, dirt, etc.
