Clinical Medical Director (Part-Time) | Hooper Detox Center | Central City Concern

This is a rare opportunity to shape addiction medicine at one of Oregon’s most respected detox programs… without stepping away from hands-on care.

The Clinical Medical Director at Central City Concern’s Hooper Detox Center, you’ll partner closely with the Site Medical Director to provide clinical leadership, mentorship, and strategic direction while continuing to practice medicine with a population that truly needs expert, compassionate care.

This role is designed for an experienced physician who believes evidence-based addiction treatment, trauma-informed care, and ethical clinical leadership belong together.

You’ll help guide clinical standards, support and develop providers, and ensure the highest level of safety, quality, and dignity for patients navigating withdrawal and early recovery.

Central City Concern’s Clinical Medical Director, Hooper supports the Site Medical Director of Hooper DSC in providing leadership and mentoring to clinical staff. The Clinical Medical Director also establishes and promotes professional, clinical, and ethical values and standards to which all clinical staff are expected to adhere. The Clinical Medical Director promotes and maintains the program’s standards of care on both clinical and programmatic levels, as well as fostering a culture of open communication and continuous improvement. A keen focus on the delivery of evidence-based addictions care and service-line innovation is a critical role for this position. The Clinical Medical Director will support the Site Medical Director of Hooper DSC to guide the clinical operation of HDSC for the purpose of executing clinical care delivery of the highest safety, quality and value for the patients and payers we serve.

This is a benefitted .5 fte 20 hours a week position between the hours 8:00a-5:00p *Days and times work can be modified

Location: Hooper Detox Center Portland, Oregon

Compensation: $115,500-$167,783/annually

MINIMUM QUALIFICATIONS:

  • Must be a licensed Doctors of Medicine or Doctors of Osteopathic Medicine
  • Board eligibility or certification in a primary care specialty relevant to our scope of services.
  • Licensed to practice as a Physician in Oregon.
  • Minimum five years of experience in providing care as a medical provider. This timeline may include graduate medical training experience.
  • Current BLS certification required prior to start.
  • Must meet CCC privileging requirements as outlined by FTCA.
  • Must have full prescriptive powers in Oregon with a DEA number.
  • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
  • Must possess a current Oregon driver license, pass a DMV background check and be designated an “acceptable” driver as outlined in Central City Concern’s Fleet Safety Policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training.
  • Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy, and productive work environment and strictly complies with the Drug-Free Workplace Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess, or use a controlled substance or alcohol.
  • Physical ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects.
  • Able to climb stairs several times a day.
  • Must pass a pre-employment drug screen, TB test, and background check.
  • The OAR prohibits A&D program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.
  • Must adhere to agency’s non-discrimination policies.

ESSENTIAL INTERIM DUTIES AND RESPONSIBILITIES:

Clinical Activity and Leadership:

  • Provides direct patient care 0.4 FTE at HDSC and 0.1 FTE is devoted to administrative duties.
  • Collaborates with Site Medical Director of Hooper DSC to serve as a clinical leader at Hooper, including availability for brief clinical consultation, provision of clinical teaching, and modeling of exemplary clinical practice. Escalates clinical issues to the Site Medical Director of Hooper DSC as needed.
  • Active participation in the Call-pool for HDSC LMP’s equivalent to an equal share of the call pool size. (i.e. 25% of call time for a 4 member call-pool).
  • Collaborates with operational director on LMP’s schedules and to approve PTO. This includes on-call management.
  • Partner with Senior Medical Director of SUDS to create content and agenda for provider meetings.
  • In partnership with Hooper Operations Director and Senior Medical Director of SUDS, oversees recruitment, evaluation and retention of all Licensed Medical Providers

Assurance of Quality and Safety of Clinical Care and Excellent Program Development

  • Works with Hooper Operations Director and Senior Medical Director of SUDS to develop Hooper Clinical Medicine practice guidelines, policies and protocols.
  • Identifies, and proposes clinical evidence-based guidelines and best practices to the Site Medical Director of Hooper DSC for approval. Oversees and directs implementation of approved practices.
  • In collaboration with the Hooper Operations Director, Quality Management, Program Management teams, performs systematic evaluation of programmatic content and needs for clinical program adaptation, contributes and executes programming change as analysis suggests.
  • Supports billing in auditing provider notes and updating to ensure correct billing.
  • Contributes to organizational alignment surrounding integration of addictions care between HDSC and other CCC programs.
  • Oversees ongoing quality assurance and continuous quality improvement programs, ensuring clinically relevant and outcomes-based quality of care provided by clinical staff.
  • Participates in all HDSC critical incident debriefings and supports Site Medical Director of Hooper DSC in providing clinical leadership.
  • Participates in HDSC clinical risk management process, providing oversight and significant contribution to systems that prevent incidents from occurring.
  • Supports Site Medical Director of Hooper DSC in assuring that all patients receive appropriate evaluation, diagnosis, and treatment, and that all addictions medical care is appropriately documented in the medical record.
  • Participates in development of Electronic Medical Record process improvement.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners’ and outside providers’ patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Attend all mandatory CCC trainings in a timely manner.
  • Partners with Nursing, Admissions and Compliance leadership to manage the following;
  • Ensures DEA logbook and DATA 2000 Reporting Compliance
  • Participates in Incident Review and completion as appropriate, for the LMP and nursing team.
  • Partners in developing quality improvement and patient safety improvement processes and change management in partnership with core administrative support staff.
  • Contribute to the promotion of an operational culture of equity and inclusion inclusive of the clinical services offered, and within the HDSC facility at all levels of employment and education.
  • Contribute to the promotion of a culture of trauma-informed care delivery.
  • Regular meetings with Hep C and Pharmacy stakeholders and will escalate issues to the Senior Medical Director of SUDS.

SKILLS AND ABILITIES:

  • Knowledge, education, training, skills, and experience in a multi-disciplinary approach to physical and mental health and chemical dependency.
  • Knowledge, training, skills and experience in providing and supervising services in a highly diverse work environment to a highly diverse and mostly homeless population.
  • Excellent communication skills including diplomacy, tact, effective bedside manner with patients.
  • Ability to manage time and meet deadlines.
  • Demonstrated ability to effectively supervise providers.
  • Ability to keep accurate and appropriate records/documentation.
  • Ability to display non-judgmental attitude.
  • Sufficient manual dexterity and physical ability to perform assigned tasks.
  • Excellent problem-solving and conflict resolution skills.
  • Ability to work in an atmosphere where people may be hostile or abusive.
  • Knowledge of de-escalation methods or willing to be trained in these methods.
