North Orange Continuing Education (NOCE) has been serving the community since 1973 with free, noncredit educational programs and services to empower our community. Students enroll in NOCE's noncredit programs to enhance basic skills, gain employable skills, prepare for credit courses, for self-sufficiency or to enhance civic participation. Noncredit programs offered at NOCE include adult basic skills (High School Diploma and Literacy Programs), English as a Second Language (ESL), U.S. citizenship, parenting, older adults, short term vocational, and programs for adults with disabilities.
In addition, NOCE offers a wide selection of community education courses such as Kids' College and Teen Program, fitness, home decorative arts, business skills and fine/applied arts. NOCE offers adults (18+) the opportunity to earn a high school diploma as well as nearly a dozen career education certificates. Tuition-free noncredit career certificates include the areas of administrative professional, early childhood education, electrical technology, funeral service assistant, management, medical assistant, pharmacy technician, and quality assurance for medical devices.
NOCE serves more than 15,000 students annually, ranging from preschoolers to seniors, at three Center locations in Anaheim, Cypress, and Wilshire (Fullerton) as well as over 100+ community-based locations in partnership with K12 schools, churches, community centers, senior centers, skilled nursing facilities and rehabilitation centers. NOCE is proudly accredited by the Accrediting Commission for Schools, Western Association of Schools and Colleges. NOCE is a stand-alone institution, serving as the noncredit arm of the North Orange County Community College District, which also includes credit-based Cypress College and Fullerton College. Part of the California Community College System, all NOCE courses are approved by the state of California.

The Community College Technical Assistance Provider (CC TAP) provides noncredit adult education programing and data accountability support for the 71 consortia of the California Adult Education Program (CAEP) through in-person and virtual professional development webinars, presentations, and large statewide convenings. CC TAP also works to support the research agenda of the Chancellor's Office and the goals of Vision 2030, the California Community Colleges' strategic action plan.

Primary PurposePRIMARY PURPOSE This position is responsible for performing extensive and technical institutional and student research and evaluation duties for use in college administration and faculty planning and decision making.

Job DescriptionJOB DESCRIPTION Performs extensive statistical and technical planning, design, research and evaluation duties related to institutional projects.
Utilizes accurate statistical procedures and sampling techniques for institutional research projects to assure high levels of confidence and reliability to survey results.
Assists in collecting, analyzing and preparing statistical information from multiple sources including surveys, studies, management information systems, reports, internal office and external agencies.
Prepares statistical analysis and reports, which can be used in decision making, planning and federal and state reporting requirements.
Prepares reports with accompanying tabular, graphic and statistical contents, descriptions of analytical methods used, and narrative of findings and conclusions.
Provides technical and analytical support to offices, divisions, committees, faculty, staff, and administration in research-related activities.
Implements survey research projects and create electronic datasets for statistical analysis.
Maintains and updates applicable databases and associated documentation.
Operates a variety of software packages used for data analysis, data management, graphics and word processing.
Learns and applies emerging technologies and advances as necessary to perform duties in an efficient, organized, and timely manner.
Participate in District/College efforts to increase the diversity of faculty and staff and to address student achievement gaps; active assistance in the creation of a welcoming and inclusive work and educational environment; attend and participate in diversity, equity and inclusion trainings and events.

Minimum QualificationsMINIMUM QUALIFICATIONS A Bachelor's degree from an accredited college/university with a major in statistics, mathematics, social science research, economics, or related field.
Two (2) years of research analysis and program evaluation experience including experience in the collection, analysis, reporting and presentation of research data.

Familiarity with the California Adult Education Program (CAEP) in K12 adult schools and/or community colleges
•Familiarity with research, help desk ticket, and project management software packages e.g. Qualtrics, SPSS, Zoho Desk, and Work Zone.
Work experience in the California Community Colleges, higher education, or another educational sector.
The ability to address the needs of diverse student and/or employee populations.

Work Schedule: District employees can apply for the Flexible/Hybrid Work Program, working a hybrid schedule of remote work and in-person each week. This is a classified position subject to a six-month probationary period. Initial salary placement will be determined by the Office of Human Resources in accordance with Board Policy and is not negotiable. The candidate selected for employment will be required to provide the following: identification and employment eligibility as outlined in the Immigration Reform and Control Act, fingerprints and required medical certification pursuant to statue. NOCCCD will not sponsor any visa applications.

Minimum Qualifications - Experience: One year of experience is equivalent to 12 months of experience at a maximum of 40 hours per week (full time). Applicable part-time experience will be converted to the full-time equivalent for the sole purpose of meeting the experience minimum qualification (Example: Twelve (12) months of part time work experience is equivalent to six (6) months full time).
Minimum Qualifications - Education: 24 units are equal to one year of education. As applicable, education must be from a regionally accredited institution and verifiable on a legible unofficial transcript.
